Description
This synopsis serves to provide NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT MODIFICATION per Title 48 Chapter 7 (i.e., USAID Acquisition Regulation (AIDAR)) Subpart 706.3 § 706.302-70, "Full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief, and rehabilitation." The United States Government (USG), represented by the U.S. Agency for International Development (USAID) Pakistan mission (USAID/Pakistan) intends to award a sole source modification to an existing contract for additional services for which the Federal Acquisition Regulation (FAR) 5.201 requires that, "the contracting officer must publicize the intended award when using the exceptions above, including when using the authority at 706.302-70(b)(5) where the contracting officer has determined that the incumbent contractor is the only practicable, potential offeror." Following a full and open competition, pursuant to Part 15 of the FAR (48 CFR Chapter 1), USAID/Pakistan had awarded a five-year cost reimbursement cost plus fixed fee contract to Chemonics International Inc. (Contractor). The period of performance is from March 14, 2014 to March 13, 2019. No extensions or TEC increases have been made since the initial award. The project goal is to accelerate agriculture sector growth through improvements in the business enabling environment and mobilization of private investment in the horticulture, livestock, and dairy sub-sectors. In order to continue and deepen certain activities under this contract, USAID/Pakistan intends to extend the period of performance of the contract from March 14, 2019 until March 13, 2021; and increase the TEC by approximately $6,000,000. The increased period of performance along with additional funds are necessary to support the urgent priorities of the newly elected government in Pakistan and to allow USAID to meet its commitments; preserve the Agency's critical developmental gains in the Agriculture sector in Pakistan's largest province; and to continue providing critical services until a new follow-on contract is awarded in fiscal year 2020, leaving no gap in providing the essential services. As per AIDAR 706.302-70(b)(5), USAID shall conduct this modification through other than full and open competition. Only Chemonics International Inc. will be eligible to negotiate with USAID/Pakistan for this follow on activity.
