- Description
- The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b), with Sustainable Energy Economics to provide support in utilizing the Versatile Data Analyst Visualization Tool (VedaViz), a TIMES Energy Model Data Visualizer, to review and report of the results of the EPAUS9rT database. EPA has identified Sustainable Energy Economics as the only contractor able to meet the requirements of this procurement. The contractor shall provide the following services: • Create the different EPAUS9rT scenarios in VEDA-FE and perform the model runs. The contractor will provide feedback on the database design, making suggestions on improvements in design that can improve model running time. • Create the results reporting setup in VedaViz and train EPA personnel on analyzing the results. • Redo a set of scenarios runs using the EPAUS9rT within the TIMES modeling system based on adjustments that EPA makes to the database after reviewing the initial results. • Provide a finalized set of results in VedaViz to be accessed by EPA researchers. Sustainable Energy Economics is the only contractor able to meet the requirements of this procurement. Sustainable Energy Economics has worked extensively with KanOrs, the developer of the VedaViz visualization tool designed for use with the TIMES modeling platform. No other US contractor has experience developing extensive visualization results from the TIMES model. VedaViz is a new tool and has only been used in limited circumstances for the developer with help from Sustainable Energy Economics. Sustainable Energy Economics was a subcontractor in the EPA grant to develop the EPAUS9rT and therefore has the necessary understanding of the EPAUS9rT database to enable this work to be done in a timely manner. The acquisition of these commercial services will be processed in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code is 541990, All Other Professional, Scientific, and Technical Services, with a small business size standard of $15 million. It is our intent to award a single fixed price purchase order consisting of a 12-month period. Interested firms may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETATIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered MUST submit documentation to the office identified in this notice. Documentation must be submitted within 7 calendar days of the date of publication of this notice.
