- Reference Presolicitation Number 36C24918Q9708 This is an Unrestricted Solicitation. This requirement is for a full-service maintenance contract on the Hobart FT1000SER Dish Machine, Aeroworks SBC-N/PRC-N/MCR/TAC-N/PC-N Conveyor and a Salvador 27408 Disposal. The Contractor shall furnish all labor, parts and supervision for a full-service maintenance contract for the above listed equipment located at the VA Medical Center, 1030 Jefferson Ave, Memphis TN, 38104-2127. A. Contractor shall ensure proper procedures are used during the maintenance and repair of above listed equipment. B. Work Hours Non-Emergent work will be scheduled and accomplished Monday through Friday, 8:00 A.M. -5:00 P.M. Emergent work will be accomplished after hours, weekend and holidays and the contractor is required to respond to all Emergency calls on weekends, holidays, or Monday through Friday, between 5:00 P.M. - 8:00 A.M. local. There will not be a limit on the calls per performance period. C. Response Times 1. Response Time for Emergency Calls: Upon receipt of call, Contractor shall respond within thirty (30) minutes and dispatch a certified technician to arrive on site within four (4) hours for the Hobart Dish Machine and (6) six hours for Aeroworks Conveyor and Salvador Disposal. Emergency work is defined as a degradation of equipment in such a way the it prevents them from performing their basic function which is to wash and sanitize dishes for the Dish Machine, grind and dispose of food matter for the Salvador Disposal and move trays from the disposal to the Dish Machine for the Aeroworks Conveyor. 2. Non-Emergency Call: Upon receipt of call, contractor shall respond within thirty (30) minutes and dispatch a technician to arrive on Site within one (1) business day during Non-Emergent hours for Hobart Dish Machine and two (2) business days for Aeroworks Conveyor and Salvador Disposal Non- Emergent work is defined where the equipment can still perform their basic function as listed above but has some degradation which needs to be addressed. 3. Contractor shall have an 80% compliance rating for these response times and will be assessed over the course of the annual contract. D. Expedited Parts: On Emergency calls where the parts are not available on the truck or in the service office, the contractor shall expedite the part(s) to arrive by next day if at all possible. E. Proactive Maintenance: The contractor shall develop a scheduled maintenance plan per the manufacturer specifications to identify potential service problems, replace essential parts. The schedule shall be coordinated with the COR and Kitchen Manager. Each Proactive Maintenance visit shall occur every 6 months and only need to include the work described on the Dish Machine Manufacturer recommended Proactive Maintenance Checklist supplied in Exhibit A. F. Maintenance Inspections. The contractor shall develop a scheduled maintenance inspection plan per the manufacturer specifications to identify potential service problems prior to occurrence. Two (2) Maintenance Inspections shall be included and occur every 6 months and shall be alternating to the proactive maintenance plan visits. The VA is contemplating a base year with 4 option years. Services will begin on November 1, 2018. The anticipated contract type will be a firm fixed-price. The solicitation will be posted to FedBizOpp website on or about October 4, 2018. This date is subject to change. All contractors must be registered in the System for Award Management database (www.SAM.gov) when proposals are received and for the awardee at time of award to be eligible for award of a contract.
