Aviation Operations/Training/Safety Advisor Baghdad, Iraq Issuance Date: 10/02/2018 Closing Date: 10/15/2018 SOLICITATION NUMBER: PSC-19-002-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. HOW TO APPLY Offerors proposal shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. The Government is not responsible for any costs incurred by the offeror during the solicitation process. Aviation support includes fixed and rotary wing travel in support of COM personnel to multiple domestic and international locations. Flights, known as Embassy Air, originate from Baghdad Diplomatic Support Center and service numerous airfields, and helipads/heliports of varying condition. DOS provides a secure, and air transportation of personnel and equipment and MEDEVAC in support of Embassy programs. To accomplish the mission a fleet of aircraft, potentially including fixed wing aircraft, light lift helicopters and medium lift helicopters will be required. The aircraft will perform their missions during the hours of daylight and darkness (to include Night Vision Goggles) under both visual meteorological conditions and instrument meteorological conditions. Aircraft and crews must be available on a 24-hour basis to meet the needs of the U.S. Mission in Iraq. DUTIES AND RESPONSIBILITIES: 1. Perform oversight and evaluation of contractor operations, training and safety programs under the Worldwide Aviation Services and Support contract. Oversight includes, but is not limited to reviewing and recommending approval of waivers to published directives, authorizing use of Office of Aviation aircraft, reviewing contractor flight operations procedures, and monitoring and evaluating contractor pilot proficiency. 2. Submit periodic written evaluations of the contractor's activities, and provide comprehensive award term input to the SAA regarding contractor activities related to aviation support for inclusion in the monthly award fee evaluation. Conduct regular Quality Assurance inspections under the SEESOR program. 3. Assist the SAA in directing and coordinating aircraft and personnel deployments within Iraq or the Iraq region, for the purpose of providing aviation support to Chief of Mission and Diplomatic Security. 4. Develop, coordinate, organize, and implement comprehensive operational systems and procedures for the Office of Aviation. These operational systems and procedures include, but are not limited to the Department of State Aircrew Training Program, Department of State Aviation Operations Directives, Department of State Guide to Aviation Training and Standardization, Department of State Aircrew Training Manuals, Office of Aviation Standard Operating Procedures for aviation operations in Iraq, and Deployment Operations procedures. 5. Develop operational tactics and new training procedures (through the contractor and the Office of Aviation training/standardization staff) for the purpose of enhancing aviation operations. These tactics and procedures include, but are not limited to Night Vision Goggle tactics in support of the aviation transportation mission in Iraq. 5. Provide direction and oversight for contractor. Implement DoS INL Office of Aviation flight regulations, aviation training and standardization, and aircrew training programs. Provide oversight of the aviation standardization program. 6. Collect, review, and disseminate data on aviation tactics, techniques, and employment 7. 8. Perform Supervisory Pilot duties in fixed or rotary wing aircraft. 9. Provide oversight of flight scheduling for internal and international flights. TRAINING & DISTANCE LEARNING 1.Must complete the Contracting Officer Representative (PA 296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post. 2.Must complete the Introduction to Working in an Embassy (PN 113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. 3.Must complete CT650 Foreign Affairs Counter-Threat Course in West Virginia prior to arriving at Post. 4.Must attend FT610 Iraq Familiarization through FSI prior to arriving at Post 5.DAU fundamentals of GFR and GGR-CMA 100 RELATIONSHIPS The Advisor works under the direct supervision of the SAA; however, the individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision. The Advisor may coordinate directly with the Office of Aviation and the COM for purposes of this program. Completed work is reviewed for timeliness and effectiveness. This is a field position, and the Advisor performs oversight duties at all Embassy Air contractor locations. COMPLEXITY This position involves providing aviation support, under Chief of Mission (COM) authority, to meet transportation and/or Foreign Assistance Aviation Program requirements. Aviation support includes fixed and rotary wing travel in support of COM personnel to multiple domestic and international locations. Monitors and evaluates the aviation support services contractor performance in maintenance. SCOPE AND EFFECTIVENESS The PSC performs broad and extensive assignments related to a complex aviation program in Iraq, known as Embassy Air. Flights originate from BDSC and service numerous airfields and helipads/heliports. In addition to air transportation missions, Embassy Air may be required to perform rotary wing security operations in support of COM personnel ground movements, SAR missions, QRF transport, and medical evacuations. Additionally, INL/A may assume responsibility for the management of designated Life Support Areas (LSAs), Embassy Landing Zones, and other aviation facilities. MINIMUM REQUIREMENTS: 1. U.S. citizenship, able to obtain/maintain Department of State Secret Security, medical and ethics clearance, if applicable. 2. Knowledge of Aviation Aircrew Training and Standardization Programs, to include operating directives, training and standardization publications, aircrew training manuals, and related documents. 3. Possess a current US FAA Commercial Pilot Certificate Rotorcraft, Helicopter Instrument and/or Airplane, Single/Multi-Engine Land with Instrument rating or military equivalent ratings. 4. Qualified and tactical experience with Night Vision Goggles operations. 5. Knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and NTSB 830. 6. Possess a current US FAA Commercial Pilot Certificate Rotorcraft, Helicopter Instrument and/or Airplane, Single/Multi-Engine Land with Instrument rating. 7. Qualification/certification and experience as a military flight instructor or FAA Certified Flight Instructor in a formal training program involving the qualification and standardization of pilots and other aircrew members. 7. Knowledge of FAA Aviation Safety regulations and procedures. 8. Knowledge of tactical employment of aircraft in a high threat environment, including the capabilities, limitations and techniques of employment of fixed and rotary wing aircraft. Experience as an aircraft operations officer/manager in a military or civil organization involved in the training and standardization of pilots and crewmembers. Experience with the deployment of aircraft to OCONUS locations is desirable. 9. Broad knowledge of and experience in the formulation of plans and policies pertaining to aviation operations and unit level flight-training activities. The incumbent should have knowledge of command communications and government intelligence procedures. 10. Ability to obtain/maintain the Contracting Officers Representative (COR) course through the Foreign Service Institute (FSI) within 120 days of arrival at Post. PREFERRED KNOWLEDGE AND SKILLS: •Dual RW/FW qualified with flight experience in desert environment. •Successful completion of a military or civil aviation safety training courses. •Experience as an aviation operations officer in a medium to large aviation organization. •Government contract oversight experience. WORK ENVIRONMENT: Primarily, the Advisor works in an office, on the flight line or in an aircraft hangar with travel to the field for meetings conferences, activity reviews, and field inspections, site surveys, program evaluations, safety investigations and flight evaluations. Field sites have been declared hazardous duty locations by the DOS due to hostile activities of armed groups and therefore pose significant risk while at these sites. This position may require the carriage of weapons in conjunction with oversight duties. Personnel may be required to complete initial and recurrent weapons qualifications IAW Diplomatic Security requirements and must comply with the Post Firearms and Use of Force policies. EVALUATION CRITERIA: Factor 1 Contract Oversight(35 points) a.Demonstrated knowledge of contract oversight and evaluation of contractor operations, training and safety programs. b.Demonstrated knowledge and experience in evaluating and recommending approval/disapproval of waivers to established policies, procedures and regulations. c.Demonstrated knowledge and experience in preparing and coordinating periodic reports on contractor performance, both orally and in writing; prepare comprehensive award term input. d.Demonstrated knowledge in providing operations, training and safety program direction and guidance to the contractor Factor 2Program Management and Administration (30 points) Demonstrated knowledge in directing, coordinating aircraft, and personnel deployments and providing instruction and guidance regarding operations, training, and safety program implementation. Factor 3Develop, Coordinate, Organize, and Implement Operational, Training and Safety Systems and Procedures (25 points) a.Demonstrated knowledge in developing comprehensive operational, training, and safety systems and procedures. b.Demonstrated knowledge and experience in coordinating and organizing operational, training and safety systems and procedures. c.Demonstrated knowledge in the implementation of Aircrew Training Programs, Operational, Training and Safety Regulations, and provide direction and guidance. Factor 4 Experience/Past Performance (10 points) Past performance evaluation of applicant's ability to perform under a contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. L. PRE-DEPLOYMENT REQUIREMENTS 1.If applicable - Consultations with the INL Program Office may be required. The most qualified candidates may be interviewed, required to provide a writing sample, and demonstrate an ability to operate commonly used office applications. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that a candidate has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. Professional references and academic credentials will be evaluated for applicants being considered for selection. M. COMPENSATION (BASE PAY) For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements. N.
