- CONTRACTOR CAPABILITY SURVEY SOURCES SOUGHT SYNOPSIS C-17 Crew Ladder This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of a C-17 Crew Ladder for use by United States Air Force (USAF) personnel. The level of security clearance and amount of foreign participation in this requirement has not been determined. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey. PURPOSE/DESCRIPTION The Government is conducting market research to identify potential sources that possess the production data/repair data, expertise, capabilities, and experience to design and produce a new C-17 Crew Ladder. It is anticipated that any COTS ladder will have to be modified to meet the specific C-17 mission requirements. This will require a first article, first article test plan, and first article test report. The ladder will be replaced on all C-17s by attrition and then a requirement of 25 per a year will exist. Specific C-17 Crew Ladder Requirements 1. Ladder shall be a Type 1A Collapsible Telescoping Step-Ladder design 2. Ladder must be OSHA 29 CFR 1910.23 Compliant 3. Ladder must be AFI 91-203 Compliant 4. Step-Ladder must telescope to a minimum height of 11' 5. Step Ladder shall have a folding platform assembly permanently attached to the top rungs to aid in transitioning across the top of the ladder. 6. Ladder shall have deployable hand rails that extend a minimum of 36" above the platform step. 7. Hand Rails shall be permanently attached to the ladder 8. Hand Rails shall retract and lock in the stowed flat position when the ladder is collapsed 9. In the extension ladder configuration, the ladder must collapse to a maximum length of 11' 10. The distance between the inner rails at the top of the extension ladder must be a minimum 16 3/8" apart to accommodate the C-17 T-Tail entry hatch support hooks. 11. The ladder shall have hinged, adjustable, rubber padded feet. 12. Ladder shall collapse to a maximum Storage Depth of 8". 13. Ladder shall not exceed 65 pounds weight. 14. Ladder must stow in C-17 Aircraft, in designated location without major modification to the aircraft. To the maximum extent possible, the ladder shall be void of any removable items such as clips, pins, plastic caps, wheels, etc. to preclude the possibility of Foreign Object Debris.
