Description
MC-ICPMS Requirements NASA/JSC has a requirement to purchase a large geometry Multiple Collector Inductively Coupled Mass Spectrometer (MC-ICPMS) instrument with dual path collision cell for operating in either high energy standard MC-ICPMS mode or low energy collision/reaction cell mode. NASA/JSC intends to purchase the item from Nu Instruments. The scope of work involves the design and manufacture of a large geometry MC-ICPMS instrument with dual path collision cell for operating in either high energy standard MC-ICPMS mode or low-energy collision/reaction cell mode. The goal of this work is to assist the Center for Isotope Cosmochemistry and Geochronology (CICG) within the Astromaterials Research & Exploration Science (ARES) Division's research laboratory suite, which analyzes isotopic ratios and elemental abundances found in meteorites and other astromaterial samples. This technology will help to answer fundamental planetary science questions that are the core to the research conducted in the Astromaterials Research & Exploration Science (ARES) Division at the Johnson Space Center. Current market research indicates that there are no other vendors available with the technical expertise to compete this requirement. The Government intends to acquire the required item using FAR Part 13.5 Interested organizations may submit their capabilities and qualifications (see attached minimum requirements document) to perform the effort in writing to the Contracting Officer, Ashley Alessandrini, at ashley.n.alessandrini@nasa.gov no later than 1:30 p.m. CST on October 12, 2018. Such capabilities and qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this proposed effort on a full and open competition basis, based on responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html
