Description
This Request for Proposal (RFP) is to design and build a fully operational Guardian Angels Operations Facility (GAOF) for the 57th Ready Qualified to Stand-by (RQS) Squadron, including Squadron Operations, Warehouse, and Aquatic facilities, at Aviano Air Force Base, Aviano, Italy. The facility must be compatible with applicable Department of Defense (DoD), Air Force, and Aviano Air Base Installation Design Guide standards. Site functions include an exterior area for a Protection of the Force and Family (POTFF) turf area of 1,500 GSM (16,150 GSF) and a 9.3 GSM (100 GSF) storage function for the POTFF area (storage to be Government Furnished Government Installed [GFGI]). Other exterior functions on the site include sidewalks and flatwork at the Squadron Patio, concrete pads for an Intermediate Storage Unit (ISU) area, ISU staging area, Armory ISU, and Climbing Apparatus equipment. Other concrete surface pads and stucco- finished concrete masonry unit (CMU) enclosures are designated at the power generator and fuel tanks as well as the enclosed Mechanical Yard. In the same area is a concrete pad within the CMU trash enclosure. Concrete driveway and apron surfaces are required at forklift service entries, and concrete stoops are designated at service room entries. The building must not exceed 7,285 GSM, (78,415 GSF) to comply with the DD1391. The interior programmed functions are divided into Squadron facilities (6,785 GSM [73,033 GSF]) and Aquatic facilities (500 GSM [(5,382 GSF]) Vertical requirements vary by use area: approximately an 11 m (36- foot) two- story high bay warehouse facility, a 10 m (33- foot) two- story squad operations area, a 7 m (23- foot) one- story aquatics area, and a 30.5 m (100- foot) parachute drying tower. The building must contain a minimum of two fully enclosed stairs and one 2- stop hydraulic elevator. Egress widths that meet Italian code for exit width per occupant are widened stairs or a third stair. Functional areas within the 57th Squadron facility include three distinct program needs: Command Operations, Recovery Team, and Logistics. Building elements within Command Operations include squadron briefing and break rooms, shared and single- person work spaces and offices, training rooms, a conference facility, flight planning areas, and designated secured areas. Recovery Team areas generally include mission planning rooms, flight rooms, gear supply and maintenance areas, and the cages and POTFF functions with supporting Physical Therapy offices and exam rooms. Logistics areas in general include a high bay space with a 2-ton hoist crane, gear and weapons preparation, maintenance and storage facilities, parachute packing and storage, interior ISUs and supply storage and distribution functions, and scuba and Aquatics areas. All program functions are served by common support restrooms and shower/locker facilities. The design also requires support areas that include mechanical rooms, telecom and electrical rooms, custodial rooms, and an elevator machine room, as well as general circulation space throughout the building. The entire facility must be designed and built as a Primary Gathering Facility within a Controlled Perimeter per UFC 4-010-01, DoD Minimum Antiterrorism Standards for Buildings, Appendix B, Tables B-1 and B-2, and as directed by UFC 4-010-05, The design must also address host nation requirements and local jurisdiction force protection criteria.
