Synopsis/Solicitation N0017819Q0002 is issued as a Request for Quote (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation. This requirement is not eligible for small business set-aside. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a SOLE SOURCE basis to HBM Prenscia, Inc. The requested Reliasoft Synthesis Software (SW) Package continues to allow the development and implementation of an effective virtual infrastructure to facilitate collaboration between Navy Systems Engineers with different responsibilities and subject matter expertise and allows the reliability to be shared so that project and productivity goals can be achieved. Utilizing another brand of software would create an unbudgeted and unanticipated duplication of costs for the government and add an additional twelve (12) months in order to replace all currently incorporated software, certify the new software, train personnel in the use of the new software and deploy the new system. HBM Prenscia, Inc. is located in Tucson, AZ and is a large business with no authorized resellers. Please include shipping/freight cost to Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 12. The order shall be firm fixed price. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov. Quote is due 15 Oct 2018 no later than 12:00PM EST with an anticipated award date by 24 Oct 2018.
