- The United States Department of Agriculture (USDA) Animal Health Inspection Service (APHIS) Plant Protection Quarantine (PPQ) MFRF located in Edinburg, TX intends to award a sole source Firm Fixed Price Purchase Order to BioLog, Inc. for GEN III ID System. This procurement is being conducted in accordance with Federal Acquisition Regulation (FAR) 13.106(b)(1)(i). The statutory authority is 41 U.S.C. 253(c)(1). The property or services needed are available from only one responsible qualified source at this time and no other type of property or services will satisfy these needs. Description of the Item Required: GEN III OmniLog ID System: Biolog's powerful carbon source utilization technology accurately identifies environmental and pathogenic microorganisms by producing a characteristic pattern or "metabolic fingerprint" from discrete test reactions performed within a 96 well microplate. Culture suspensions are tested with a panel of pre-selected assays, then incubated, read and compared to extensive databases of environmental organisms, human pathogens, veterinary pathogens and plant pathogens. The scope of the 96 assay reactions, coupled with sophisticated interpretation software, delivers a high level of accuracy that is comparable to molecular methods. The one minute per sample set up is much simpler and faster than DNA sequencing and the automated pattern matching eliminates the need for training and expertise in gene sequence interpretation. The rapid identification of potentially pathogenic bacteria will allow us to keep the fruit fly colony clean, while also protecting the staff that work with them on a daily basis. With this technology staff will be able to identify problem bacteria and rapidly implement sanitation protocols to address the contamination. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services, to the Contracting Officer by 10:00 am Mountain Time (MT) by October 17, 2018. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 1,000 Employees. Responses received after the response date or without the required information will be deemed nonresponsive to the synopsis and will not be considered.
