- Intent to Sole Source: Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of Office of the Assistant Secretary for Health (OASH) Region 5, intends to sole source to: Aquifer, Inc. 21 Lafayette St., Suite 230 Lebanon, New Hampshire 03766 This requirement is for the completion of a set on online interactive case-based learning modules for health care providers that provide CME educating on the prevalence and impact of trauma, and trauma-informed care. Aquifer (formerly MedU) is the only responsible source and no other supplier of services will satisfy the requirements of this contract. Further, there is an unusual and compelling urgency as we are in the middle of pilot-testing the cases in coordination with the Office of the Surgeon General. Aquifer was the contractor selected by full and open competition to do the work provided in the original SOW. Due to changes in scope required by the government, the work could not be completed before the end of the period of performance of the final option year. The work is entirely linked to the contractor's proprietary content development, learning management system, and integration into their extensive network of academic medical centers for dissemination. Aquifer is the only contractor capable of completing the remaining tasks and fulfilling the deliverables. The purpose of this acquisition is to complete work started by current contractor Aquifer, Inc., a multiyear task order to produce and implement an online set of interactive clinical trauma-informed care training cases for health care providers. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement. All responses are due by September 07, 2018, at NOON EST and can be sent to Azeb Mengistu at azeb.mengistu@psc.hhs.gov. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the government.
