- USACE intends to award a bridge contract that is a continuation of the current firm fixed price contract for the Afghanistan National Defense Security Forces (ANDSF) Operation and Maintenance (O&M) Services. This will be a sole source procurement to IDS International Government Services LLC (IDS). IDS is the current and only service provider that can successfully support, operate, and maintain the current level of O&M services described herein in the given timeframe. The statutory authority permitting Other than Full and Open Competition is 10 U.S.C. 2304(d)(1)(B), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The requirement for O&M services arises under the Combined Security Transition Command - Afghanistan's (CSTC-A's) mission to reform and develop the ANDSF, including the Afghan National Army (ANA) and the Afghan National Police (ANP). The services performed under this Bridge Contract are categorized under the following functional areas: buildings and structures maintenance and repair; utility systems plant operation, maintenance and repair; HVAC systems operation, maintenance and repair; grounds maintenance; force protection maintenance; surfaced area maintenance; and pest control. The Bridge Contract will cover routine, traditional O&M services for facility maintenance as well as unscheduled maintenance. To perform these O&M services, the contractor shall furnish the labor, services, supplies, supervision, materials, tools, equipment, spare parts, warehousing, inventory control, security, transportation and other items necessary to perform routine, traditional O&M services, facility maintenance, and systems and infrastructure support at designated ANA and the ANP facilities throughout Afghanistan. This request for information is not a request for proposals or quotations and a solicitation will not be issued for this requirement. All responsible sources may submit a capability statement, proposal, or quotation that shall be considered by the agency. Any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition of this action will be advantageous to the Government. The Government will not pay for information submitted. A determination by the Government not to compete this procurement action, based on responses to this notice, is solely within the discretion of the Government.
