Limited Sources Justification Limited - Sources Justification Identification of the Agency and the contracting activity The United States Agency for International Development (USAID), Office of Acquisition and Assistance. Nature and/or description of the action being approved A limited-sources justification to procure trade facilitation services from International Business Initiatives Corporation (IBI) under the GSA Professional Services Schedule, Special Item Number 874-1 Integrated Business Consulting. This acquisition is conducted under the authority of the Multiple-Award Schedule (MAS) Program. A description of the services required to meet the agency’s needs (including the estimated value) USAID’s Bangladesh Trade Facilitation Activity (BTFA) implemented by IBI under Indefinite Delivery Indefinite Quantity contract (IDIQ) No. AID-OAA-I-12-00041; Task Order No. AID-388-TO-13-00002) began on September 30, 2013, with a completion date of September 29, 2018. The contractor has successfully accomplished the requirements and objectives as stated in the contract. The services required will span over a period of six (6) months, from September 30, 2018 to March 31, 2019, and are estimated to cost $698,000. The required services will include: Supporting the GoB with implementation of the Authorized Economic Operator program; Training and supporting additional GoB officials on the expansion of Advanced Rulings; Training additional GoB officials on the Risk Management and Post-Clearance Audit Systems; Streamlining the Customs Auction process; Ensuring a complete and full handover of the National Enquiry Point and Customs Website; and Improving awareness of initiatives from the National Board of Revenue and Customs. This six-month BTFA bridge activity project will focus on two main outcomes: Improved Trade-Related Information and Transparency; Enhanced Supply Chain Security. Identification of the justification rationale and proposed contractor’s unique qualifications to provide the required service The basis of the justification is FAR 8.405-6(a)(1)(i)(B): “Only one source is capable of providing the services required at the level of quality required because the services are highly specialized.” Over the past five years, IBI has been directly involved with the Government of Bangladesh (GoB) in creating greater efficiency in trade facilitation and has developed a number of systems and tools to support the GoB and USAID’s efforts in Trade Facilitation. IBI has the historical knowledge, technical expertise, resources and host government relationships necessary to meet the needs of the agency over this short time span. The activities requested will build upon the results developed and delivered by IBI over the course of the current contract. A determination by the ordering activity Contracting Officer that the order represents the best value consistent with FAR 8.404(d) Procuring these services off of the GSA Multiple Award Schedule represents the best value to the Government because the hourly rates for services have already been determined by GSA as fair and reasonable (considering price, special features, administrative cost, etc) and additional discounts will be sought. A description of the market research conducted among Schedule holders and the results or a statement of the reason market research was not conducted Market research was not conducted because IBI is uniquely qualified to meet the needs of the Government, as the current five-year service provider of these services, having the knowledge and understanding of systems and tools in place to carry-out and achieve the required activities over a period of six months. Any other facts supporting the justification It would take another organization a significant amount of time and resources to acquire the knowledge and understanding of the activities already established by IBI. Given their involvement and expertise of current activities, IBI is uniquely qualified to fulfil the requirements of USAID over this six month period of performance, upon completion of the current contract. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the services is made No barriers led to the restricted consideration, however, the current provider of services is a logical source for the proposed activities and the period of performance under consideration. Any subsequent acquisition will be competed on a full and open basis. IBI is uniquely qualified to continue providing the level of quality required in the performance of work based on its knowledge and understanding of systems and tools, and GoB relationships it has developed under the current award.
