This FBO advertisement is hereby incorporated into the RLP 19-REG02 by way of reference as an RLP attachment. U.S. GOVERNMENT seeks to lease the following office space through the Automated Advanced Acquisition Program (AAAP): City: Melville, Long Island State: New York Delineated Area: North: Oyster Bay East: Old Dock Rd to Indian Head Rd to Northern State Pkwy to Sagtikos Pkwy South: Long Island Expy to Commack Rd to Burlington Ave to Old Country Rd to Straight Path to Main Ave to Colonial Springs Rd to Ruland Rd to Rt 110 to Melville Rd to Conkin St to Hempstead Turnpike to Wantagh State Pkwy to North State Pkwy to Hillside Ave to Marcus Ave to Lakeville Rd to Langdale St to Willis Ave to Jericho Turnpike to Jamaica Ave to Braddock Ave West: Grand Central Pkwy to Cross Island Pkwy to 31 Rd to 216th St to 28th Ave to Bell Blvd to 26th Ave to Francis Lewis Blvd to 24th Ave to 150th St to 22nd Ave to Parsons Blvd to 20th Ave to Whitestone Expressway to Bronx-Whitestone Bridge Minimum ABOA Sq. Agency Unique Requirements: Criteria that eliminates commercial space from consideration for lease: •Proposed office space is on the first floor or below the first floor of the building. •Proposed office space is on the top floor of the building and rooftop access is within the space. •Proposed office space is inside a shopping mall or shopping center. •Proposed building houses day care facilities, abortion clinics, mental health clinics, or drug rehabilitation clinics, immigration, probations, public defenders, and/or social services (including but not limited to: Social Security Administration (SSA) and Department of Health and Human Services (HHS)) within the building. •Proposed building will not or cannot accommodate secured parking for tenant official vehicles. •Proposed building is within 1,000 feet of residential areas, places of worship, schools, hospitals, prisons, abortion clinics, mental health clinics, drug rehabilitation clinics and/or day care facilities. •Proposed office space is located in a high crime area or an area that will necessitate more extensive and stringent building security than a generally progressive and alert neighborhood with a low crime rate. Agency Tenant Improvement Allowance for existing and other locations: $50.64 per ABOA SF Building Specific Amortized Capital (BSAC)for existing and other locations: $12.00 per ABOA SF HOW TO OFFER: The Automated Advanced Acquisition Program (AAAP), located at https://aaap.gsa.gov, will enable interested parties to offer space for lease to the Federal Government in response to RLP 19-REG02. In addition, the Government will use its AAAP to satisfy the above space requirement. Interested parties must go to the AAAP website, select the "Register to Offer Space" link and follow the instructions to register. Instructional guides and video tutorials are offered on the AAAP homepage and in the "HELP" tab on the AAAP website. Once registered, interested parties may enter offers during any "Open Period". The Open Period for the month of October is the 1st through the 20th, beginning in November, the open period is the 1st though the 7th of each month, ending at 11:59 p.m. EST. Refer to AAAP RLP paragraph 3.02.A for more details on the offer submission process. The Government reserves the right to allow for multiple Open Periods prior to selecting an offer for award to meet this specific space requirement. Offers cannot be submitted during the Closed Period and will not be considered for projects executed during that time period. This FBO advertisement is hereby incorporated into the RLP 19-REG02 by way of reference as an RLP attachment. Lease award will be made to the lowest price, technically acceptable offer, without negotiations, based upon the requirements in this FBO advertisement and in the RLP requirements package found on the AAAP website. During an Open Period, offerors will be permitted to submit new offers or modify existing offers. Offerors can draft an offer at any time; however, you can only submit an offer during the Open Period. The offered space must comply with the requirements in this FBO advertisement and RLP 19-REG02 and must meet Federal Government, State, and Local jurisdiction requirements, including requirements for fire and life safety, security, accessibility, seismic, energy, and sustainability standards in accordance with the terms of the Lease. The Lease and all documents that constitute the Lease package can be found at https://aaap.gsa.gov. * If you have previously submitted an offer in FY 2018, the AAAP application has a copy feature which will allow existing offers to be copied over to the FY 2019 RLP in order to avoid having to re-enter all of the data manually. Please be sure to review FY19 AAAP RLP Package and each page within the AAAP Application prior to submitting your offer as some of the questions have changed. You must re-enter your space and rates on the ‘Space and Rates' tab in the AAAP. Your previous offered space will not be copied.
