Wage Determination - PA180001 09-07-2018 PA1 Scope Narrative Summary C301 C201-SB C101-SB SF1442 SOLICITATION PHASE ONE The U. S. General Services Administration (GSA) has a requirement for the selection of a contractor to perform Construction Services at the Joseph F. Weis Jr. U.S. Courthouse in Pittsburgh, PA. The work includes but is not limited to constructing the necessary shell and tenant improvements (TI) required for one new occupant agency on the first floor. Design will be based upon drawings and specifications developed by MGA Partners. And Construction Management services will be provided by AECOM (URS Group, Inc.). GSA will advertise this procurement on the FedBizOpps (FBO) website (www.fbo.gov), and all interested small business offerors will be able to respond to the Request for Proposal (RFP). The NAICS code applicable to this project is 236220 (Commercial and Institutional Building Construction). The Small Business Size Standard is $36.5 million dollars. The award will be a Construction Services firm fixed price contract, and the procurement method will be a competitive negotiated RFP. The approach to source selection for this procurement will be pursuant to the best value tradeoff concept as identified in FAR Part 15.101-1 and FAR Part 15.3. The Government intends to award a contract to the offeror whose proposal conforms to the RFP requirements and is considered to be most advantageous to the Government, price and technical factors considered. Competitive proposals shall be evaluated and assessed based on the factors specified in this solicitation. For this solicitation, the combined weight of the technical evaluation factors is of equal importance to price. This procurement will be completed in two phases, and the solicitation Phase One will request technical proposals. The technical factors for Phase One include: Project Team Qualifications (sub-factors including Management Approach and Quality Control Plan), Project Schedule, Prior Experience, and Past Performance on Relevant Projects. This phase will result in the development of a short list. The Government will respond to the technical submissions with information on the likelihood that the offeror will be considered technically qualified. The solicitation Phase Two will request price proposals. The solicitation (RFP) will only be available electronically. The solicitation (specifications, drawings, clauses and bid forms) can only be obtained through FedBizOpps. FedBizOpps is a secure website designed to safeguard sensitive but unclassified acquisition material. Potential offerors will be responsible for downloading the solicitation (specifications, drawings, clauses and bid forms) and for monitoring the website for possible amendments and/or additional information. Potential offerors must register on the FedBizOpps website to have access to solicitation material. PRICING INFORMATION IS NOT REQUIRED AT THIS TIME.
