- 1. GENERAL The NAVAL AIR SYSTEMS COMMAND (NAVAIR) is issuing this sources sought as a means of conducting market research to identify interested parties in manufacturing and delivering Loadmaster Crashworthy Seats (CWS) for installation on the C/KC-130 aircraft. The result of this market research will contribute to determining the method of procurement. This sources sought is being used as a market research tool pursuant to Federal Acquisition Regulations (FAR) Part 10 to determine potential sources and their technical capabilities. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. IF A COMPANY RESPONSE IS PROVIDED THERE WILL BE NO FEEDBACK OR EVALUATIONS PROVIDED TO COMPANIES REGARDING YOUR SUBMISSIONS. 2. BACKGROUND The United States Marine Corps (USMC), United States Navy, (USN), and Kuwait Air Force (KAF) C/KC-130 aircraft do not have crashworthy seating at the paratroop door in the cargo compartment for the Loadmasters. Having a Loadmaster CWS system at the paratroop door will improve safety to the Loadmasters in the cargo compartment in the event of aircraft mishaps and hard landings. Increased protection of the Loadmasters is paramount during wheels up and other hard landing situations to ensure mild and expeditious passenger evacuation of the aircraft in the event of emergency egress situations. NAVAIR is interested in replacing the current C/KC-130 observer seat with a Loadmaster CWS system. 3. INFORMATION REQUESTED NAVAIR is conducting market research to identify industry partners that can manufacture and deliver a Loadmaster CWS system for USMC, USN, and KAF KC-130 aircraft in accordance with the United States Air Force Technical Data Package (TDP). Potential Contractors are requested to provide information on current products and services, relevant history, evidence of past performance, and capability of supporting in full the requirements identified herein. Interested parties shall provide their technical capabilities describing how they are able to meet the Government's complete requirements for the Loadmaster CWS system, either directly or through teaming arrangements. Potential sources shall be capable of furnishing all labor, materials, facilities, and equipment required to accomplish the new manufacture of these items. Generally, this entails the procurement and manufacture of component parts, inspection, testing, preservation/packaging, and shipping. Additionally, potential sources may be responsible for supply chain management, logistics planning, forecasting production requirements, long lead time parts procurement, diminishing manufacturing sources and material shortage issues, and shipping operational assets. Full requirements will be established via Request for Proposal (RFP) and unit pricing will be established via contract award. The specific requirement for this effort will be in accordance with the United States Air Force TDP utilizing the following required parts: NSN: 1560-K0-115-301B Group A Kit, Part #201112724-10 C-130 Loadmaster Crashworthy Seat Estimated Requirement: 220 each NSN: 1560-K0-115-301A Group B, Part Number #201112725-30 Loadmaster Crashworthy Seat Estimated Requirement: 220 each NSN: 1560-K0-104-324ALG Part Number #201112755-10 Stowage Fixture Modification Kit Estimated Requirement: 220 each The Government will provide qualified Contractors with access to the United States Air Force TDP via RFP. Installations will be performed separately either by an Organic Depot Field Team or by Contract Field Team under a stand-alone contract. If your organization has the potential capacity to perform these requirements, please submit two copies of your response in an executive summary format not to exceed 20 pages. If your response includes information considered proprietary, please mark the information in accordance with regulatory guidance. Please do not include company brochures or other marketing type information. Include the following: 3.1 Corporate Information a. Company’s name and address b. General corporate information 3.2 Specific Sources Sought Information Requested a. Proposed approach to meet the Government's requirements, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting and/or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements b. Related past performance within the past five years c. Experience of manufacturing Loadmaster CWS systems within the past five years d. Supply Chain Management and analysis experience including system interfacing with Naval Supply Systems Command Weapon Systems Support 4. RESPONSES BASED ON THE RESPONSES TO THIS SOURCES SOUGHT, THIS REQUIREMENT MAY BE SET ASIDE FOR SMALL BUSINESSES OR ISSUED AS A SOLE SOURCE.
