- The U.S. Army Contracting Command-New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000 on behalf of the Office of the Project Manager for Combat Ammunition Systems (PM CAS) is conducting market research to identify qualified sources capable of manufacturing and delivering the 120mm M933A1/M934A1 High Explosive (HE) and M931 Full Range Practice Cartridge (FRPC) Shell Bodies. All shell bodies will be delivered with fuze adapters. All mortar cartridge shell bodies are made of 1090 Steel. The HE and FRPC are a two piece design. The HE Cartridge's hot forged steel shell body is 120mm in diameter, approximately 16 inches long with a weight of approximately 20 lbs. The shell body for the M931 FRPC matches the M934A1 in size, shape and weight. The 120mm Fuze adapter allows for assembly of the fuze to the shell body during Load Assemble and Pack operations. The FY19 potential production requirement is for a total estimated maximum quantity of up to 260,000 120mm HE/FRPC Shell Bodies and 260,000 Fuze adapters. All responding sources shall provide at a minimum: a. Identify their projected monthly delivery capability for each type of body and fuze adapter and to address their capability to meet the Government's requirement of non-concurrent production rate of 18,900 per month for the M931 FRPC shell bodies with fuze adapters and 18,900 per month for the M933A1/M934A1 HE shell bodies with fuze adapters, with first delivery to begin no later than (NLT) August 2020. b. A summary of company's capabilities including organizations name, address, point of contact, phone number, fax number, e-mail address, business size information, taxpayer identification number, DUNS number, and CAGE Code. c. A description of facilities/equipment, manufacturing process, inspection capability, personnel, past experience as a shell body producer or a systems contractor, proven monthly production capacity and/or potential capability, possible partnering/teaming arrangements, and whether the company is a small or large business. All contractors interested in this potential future solicitation must be registered in the System of Award Management (SAM). This is a market survey for planning purposes only and shall not be construed as a Request for Proposal (RFP) or as an obligation on the part of the United States Government (USG). The USG does not intend to award a contract on the basis of this market survey. All submissions are requested to be made within thirty (30) calendar days from the date of this publication at no cost to the USG. All information submitted will be held in a confidential status. The maximum allowable page limit to the market survey response shall be no more than 15 pages in length.
