Proposal Submission Place : COTE D'IVOIRE ENERGIES (CI-ENERGIES) ATTENTION : KOUTOUA EULOGE KASSI ENGINEERING DIRECTOR 01 BP 1345 ABIDJAN 01 COTE D'IVOIRE TEL: +255 20 20 62 01 EMAIL: ekassi@cinergies.ci; kdjaha@cinergies.ci; secretariatdg@cienergies.ci The Grantee invites submission of qualifications and proposal data (collectively referred to as the "Proposal") from interested U.S. firms that are qualified on the basis of experience and capability to provide technical assistance ("TA") to the Ministère du Pétrole, de l'Énergie et des Énergies Renouvelables and Côte d'Ivoire Énergies (together, the "Grantee") to support the improvement of the Ivorian electricity grid to decrease losses and provide higher-quality, lower cost electricity. The TA should design and recommend the integration of smart grid technologies into the Ivorian electricity grid by analyzing the losses in the Ivoirian electricity system and developing a loss reduction strategy, implementation plan, and monitoring and evaluation plan to help meet Côte d'Ivoire's energy growth and renewable energy goals. PROJECT BACKGROUND AND GRANTEE The U.S. Trade and Development Agency (USTDA) is providing a grant in the amount of US$763,780 to the Ministère de l'Economie et des Finances, acting through the Ministère du Pétrole, de l'Énergie et des Énergies Renouvelables and Côte d'Ivoire Énergies (together, the "Grantee") in accordance with a grant agreement dated August 2018, ("Grant Agreement"). These funds shall be used for the cost of goods and services to provide technical assistance ("TA") to support the improvement of the electricity grid ("Project") in Côte d'Ivoire. The Grantee is soliciting technical proposals from qualified U.S. firms to provide expert consulting services to perform the TA. Côte d'Ivoire is the economic leader of the WAEMU (West African Economic and Monetary Union) zone. The country aims to become an emerging country by 2020 thanks to a strong economic growth, based on the development of all sectors of the economy. The goal is to improve, ultimately, the quality of life by adopting measures and reforms that help accelerate people's access to basic goods and services. In 2014, Côte d'Ivoire developed four energy sector master plans to identify priority investments in generation, transmission, distribution, dispatching, monitoring, and management of the electricity grid for the period 2014-2030. The goal of the Grantee and of the energy sector master plans is to provide abundant, high-quality and least-cost electricity to satisfy an ever-increasing demand. CI-Energies is a parastatal with the responsibility of planning for the development of the energy sector in Côte d'Ivoire. CI-Energies and the Compagnie Ivoirienne d'Électricité ("CIE") are seeking the best solutions to reduce losses in the power system of Côte d'Ivoire. The TA will recommend loss reduction solutions to the Ministry of Energy and CI-Energies to improve the technical and commercial performance of the Ivorian electricity sector. As part of its mission, CI-ENERGIES, conducts planning studies for the development of the power system. In that capacity, CI-ENERGIES carries out the technical, economic and financial feasibility studies of the projects identified in the master plans, or at the request of third parties, particularly for the integration of production facilities, medium and large power industrial complexes. In addition, CIE, concessionaire of the public electricity service, are seeking the best solutions that can reduce power losses. The overall grid output is an indicator that allows for improvements to the efficiency of the electricity system. Declines in output causes additional costs of production and lowers returns. In Côte d'Ivoire, this indicator was highest in 1997, with an overall output of 87.43 percent. Since 2002, the output has been relatively low, reaching 71.25% in 2011. Investments in development and restructuring the transmission and distribution infrastructure, as well as actions taken against electricity theft, have allowed improvements to grid output, with 77.07% in 2013, 78.59% in 2014, 78.78% in 2015, and 80.30% in 2016. However, the grid output at the end of December 2017 had declined by 0.1% compared to December 2016, falling to 80.20%. This decline is mainly the result of an increase in transmission losses due to congestion on the transmission grid. Work is underway in the different segments of the Ivorian electricity system to continue the improvement efforts to achieve overall efficiency values of over 87 percent by 2020. The results of the loss reduction study must provide solutions to the Grantee to improve technical and commercial performance of the Ivorian electricity sector. The Contractor's team shall include, at a minimum a: Project Leader/Manager; Electrical Engineer/Power Systems Analyst; Electrical Technician; Electricity Distribution and Metering Expert; Automation, Telecontrol and Telecommunication Expert; Power Generation Expert; and an Economist. All deliverables shall be delivered in both English and French. All workshops and meetings indicated in the TOR shall be arranged with the approval of the Grantee. The Grantee shall provide space for all meetings and workshops. Meetings and workshops shall be conducted in French unless otherwise requested by the Grantee. The maximum duration of implementation for the TA is expected to be twelve (12) months. STUDY COMPONENTS Among other things outlined in the Terms of Reference, the proposed TA would benchmark best practices for reducing electricity losses globally; analyze the losses in the Ivoirian electricity system; and develop a full "Loss Reduction Strategy" and implementation plan that considers Côte d'Ivoire's energy growth and renewable energy goals. The Terms of Reference for the proposed Study includes the following tasks: Task 1Project Preparation and Kickoff Meeting Task 2Analysis of the Ivorian Electrical System Task 3Benchmark of Best Practices in Reducing Losses in Electricity Networks Task 4Loss Reduction Strategy Task 5Implementation Plan Task 6Monitoring and Evaluation Plan Task 7Capacity Building Training Task 8U.S. Sources of Supply Assessment Task 9Development Impact Assessment Task 10Final Report The U.S. firm selected will be paid in U.S. dollars from a $763,780 grant to the Grantee from the U.S. Trade and Development Agency (USTDA). In the fax, please include your firm's name, contact person, address, and telephone number. Some firms have found that RFP materials sent by U.S. mail do not reach them in time for preparation of an adequate response. Firms that want USTDA to use an overnight delivery service should include the name of the delivery service and your firm's account number in the request for the RFP. Firms that want to send a courier to USTDA to retrieve the RFP should allow one hour after faxing the request to USTDA before scheduling a pick-up. Please note that no telephone requests for the RFP will be honored. Please check your internal fax verification receipt. Because of the large number of RFP requests, USTDA cannot respond to requests for fax verification. Requests for RFPs received before 4:00 PM will be mailed the same day. Requests received after 4:00 PM will be mailed the following day. Please check with your courier and/or mail room before calling USTDA. Only U.S. firms and individuals may bid on this USTDA financed activity. Interested firms, their subcontractors and employees of all participants must qualify under USTDA's nationality requirements as of the due date for submission of qualifications and proposals and, if selected to carry out the USTDA-financed activity, must continue to meet such requirements throughout the duration of the USTDA-financed activity. All goods and services to be provided by the selected firm shall have their nationality, source and origin in the U.S. or host country. The U.S. firm may use subcontractors from the host country for up to 20 percent of the USTDA grant amount. Details of USTDA's nationality requirements and mandatory contract clauses are also included in the RFP. Interested U.S. firms should submit their Proposal in English and in French directly to the Grantee by 11:00 EST / 15:00 GMT, NOVEMBER 15, 2018 at the above address. Evaluation criteria for the Proposal are included in the RFP. Price will not be a factor in contractor selection, and therefore, cost proposals should NOT be submitted. The Grantee reserves the right to reject any and/or all Proposals. The Grantee also reserves the right to contract with the selected firm for subsequent work related to the project. The Grantee is not bound to pay for any costs associated with the preparation and submission of Proposals.
