SOW for ABT 3 Request for Information (RFI) FOR AIR FORCE CIVIL ENGINEER CENTER (AFCEC) AND AIRBASE PAVEMENTS AND TECHNOLOGIES RESEARCH, DEVELOPMENT, TEST AND EVALUATION (RDT&E) Contracting Office Address 772 ESS PKD, 139 Barnes Drive, Suite 1, Tyndall Air Force Base, FL 32403-5323 1.DESCRIPTION THIS IS A REQUEST FOR INFORMATION (RFI). This RFI is issued solely for information and planning purposes. It does not constitute a Proposal Request or imply the Government's intent to issue an Proposal Request in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not seeking proposals and will not accept unsolicited proposals at this time. Interested parties are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of information in response to this RFI. Response to this RFI is strictly voluntary and will be used to determine if there is adequate competition. Not responding to this RFI does not preclude participation in any future Proposal Requst, if any is issued. All information received shall be safeguarded from unauthorized disclosure. 2.INTRODUCTION The 772d Enterprise Sourcing Squadron (772 ESS/PKD), Tyndall AFB, FL is seeking qualified vendors who can perform Airbase Pavements and Technologies RDT&E at Tyndall AFB, FL. The principal nature of the requirements described in this solicitation is consistent with services performed by industries in the 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). The size standard associated with this NAICS code is 1,000 employees. The Government anticipates awarding a cost plus fixed fee (CPFF) contract with an anticipated total period of performance of five (5) years. 3.REQUIREMENTS Interested vendors are requested to respond to this RFI and provide the following information which may not exceed 30 pages: a.Demonstration of the firm's capability to perform the requirements in accordance with the attached Statement of Objectives (SOO). In an effort to determine the capability of interested vendors, the Government is requesting all interested firms submit past performance references/technical narratives for work that is similar in scope to each of the thrust areas (see SOO Paragraphs 3.1 through 3.5) and include rationale for how the work is similar in scope to the SOO. b.Provide questions and/ comments/ or suggestions regarding any restrictive or confusing aspects of the "Draft" SOO. c.Provide the firms point of contact for any questions along with your DUNS, Cage Code, and size standard. d.Documentation that the firms accounting system has been determined adequate by the Defense Contracting Audit Agency (DCAA) in order to be eligible for cost-type contracts [see FAR 16.301-3(a)(3)]. e.Contractor must have (either organically or through their teaming partners) the ability to provide a Secret facility clearance and must address this in their response to the RFI. 4.RESPONSES Interested vendors are requested to respond to the RFI no later than 12:00 PM CST on 25 October 2018. Responses will be limited to the page restriction identified above. Margins shall be 1 inch each side, lines should be single spaced and text should be no smaller than 12 point font (Times New Roman preferred). No questions will be answered during this RFI. Proprietary information, if any, should be minimized and must be clearly marked. To aid the Government, please segregate proprietary information. Be advised that all submissions become Government property and will not be returned. Submissions will be reviewed by Government personnel only and will not involve AFCEC support contractors.
