Description
Modification #2 : Q: Could you please clarify the budget discrepancies in Annex VI Budget Analysis? A.The Annex VI Budget Analysis was only meant to be illustrative. To avoid confusion, we have deleted it from the RFP. The budget for the project is $852,950. The Grantee would like to see a basic budget for how the offerer would perform the project within that budget. Q: The RFP says that the proposal has to be submitted to the Ministry of Energy, Director of Renewable Energy Room 112 in hard copies by the submission due date. Is this in addition to soft copies that we should send to the four email addresses? A.Offerers should submit both soft and hard copies to the addresses indicated by Oct. 12th. Q. Task 4 in the Terms of Reference says that a local firm shall be engaged with the support of the beneficiary to carry out Environmental Social Safeguards ("ESS"). Does an offerer need to present its local environmental firm partner in its proposal as part of its consortium? A.Offerers are welcome to either specifically indicate what local contractor(s) it will use for what tasks or generally indicate what tasks it plans to find local contractor(s) for. Local content is important to the grantee. Q. Section 1.2 of the RFP refers to the existence of previous non-proprietary studies conducted that may be provided by the Beneficiary. Are these studies available? A.Some studies exist regarding minigrid development in Sub-Saharan African. For example, the World Bank has published this study specifically focused on Ghana. Others are publicly available and can be found through web searches. Q. Can USTDA elaborate on what type of additional skills and other qualifications is desired by the Beneficiary? Could you please elaborate? A.The Grantee has not provided more specific guidance; the offerer should think through the skills that are required to carry-out the TOR. Q. Page 14 of the RFP states that "As many as possible but not more than six (6) relevant and verifiable project references must be provided for each of the Offeror and any subcontractor". If there are multiple subcontractors on the team, does this mean that the Offeror and all subcontractors are each allowed 6 project references? A.Yes, the offerer can include up to six relevant and verifiable project references for the offerer and each subcontractor.
