Description
Questions and Answers: In subsequent Q&A, the government provided the following information: Q) What is the charge weight and explosive? A) 5lbs C4 Q) What is the standoff distance? A) 300 Feet Q) What is the damage level after an explosion? A) Fully Elastic Q) What is the location of the explosives? A) On ground 40feet window side The information provided above in regard to charge weight and standoff distance confuses the requirement for blast resistance. The blast pressures generated by the 5 lbs. of C4 at 300 ft is much less than the required rating of 8psi/200ms. A contractor quoting a building which meets the required 8psi/200ms will be supplying a building which is designed to meet the government's need for a bunker which can withstand repeated blasts over a number of years as would be expected at a military range. However, a contractor quoting a building designed to withstand the blast generated by 5 lbs. of C4 at 300 ft would not be reasonable as it would not meet the government's needs but would more than likely be found to be the lowest price during competitive bidding. In order to properly and competitively respond to this RFQ, the government needs to clarify which requirement the contractor is required to meet. Answer: 8psi/200ms is what we asked the vendors to meet. The question was asked about what explosives we would be using, the C4 as listed below. That never changed our requirements for the 8psi/200ms, this requirement still needs to be met.
