Description
Required application with instructions package that all interested parties must submit. Under the authority of Section 418 of the National Parks Omnibus Management Act of 1998 (Public Law 105-391), the National Park Service ("Service") announces an application process for Commercial Use Authorizations (CUA) that will be available in limited numbers for certain types of commercial services within Haleakalā National Park ("Park"). The commercial services that may be authorized through these CUAs consist of guided Hiking or Astronomy tours. Any CUA issued will be for a limited duration and will expire no later than December 31, 2020. The Service is prohibited by law from issuing more CUAs than are consistent with the preservation and proper management of Park resources and values. Consistent with this statutory limitation, the number of CUAs available for these commercial services in this specific area of the Park is limited to six (6) Guided Hiking and four (4) guided Astronomy tours. If there are more qualified applicants than the number of CUAs available, the Service will use a multi-step competitive process to select the applicants to issue available CUAs. In the first step of the selection process, the Service will review applications for completeness and timely submission. Complete and timely applications will qualify, depending on number, either for issuance of a CUA (if that number is equal to or less than the total number of available CUAs) or further consideration in a second step of the selection process. If a second step is necessary, the Service will evaluate applications based on the following factors each of which is equally important: resource protection, visitor safety, relevant experience, and operating plan. CUAs are subject to a number of terms and conditions, as outline in the "HALE CUA Application with Instructions" package. This HALE CUA Application with Instructions must be used and is available on the Park's website at www.nps.gov/hale/parkmgmt under "Doing Business with the Park" or by contacting Greg Page, Fee and Commercial Services Program Specialist, at (808) 572-4440 or by email at greg_page@nps.gov. Applications MUST be received by the Fee and Commercial Services Program Specialist no later than 4:00 p.m. (HST) on October 24, 2018 at the following address: Haleakalā National Park, Fee and Commercial Services Program, P.O. Box 369, Makawao, HI 96768.
