- CISSP Annual Maintenance Renewal Tokens Combined Synopsis/Solicitation Attachment 1 - Price Sheet Attachment 2 - Applicable Provisions and Clauses COMBINED SYNOPSIS/SOLICITATION 375 Cyberspace Support Squadron (375 CYSS) Certified Information Systems Security Professional (CISSP) Annual Maintenance Renewal Tokens Solicitation Number: AFICA-FA4452-18-R-0088 Response Date: NLT 24 September 2018, 4:00 PM Central Standard Time Contracting Office Address: 763 Specialized Contracting Squadron 510 POW/MIA Drive, Bldg. P40, Suite E1004 Scott AFB, IL 6222 Details: This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Combined synopsis/solicitation AFICA-FA4452-18-R-0088 is being issued as a Request for Quotation (RFQ) using simplified acquisition procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-99 (effective 16 Jul 18) and Defense Federal Acquisition Regulation Supplement 20180629 (effective 29 Jun 18). It is the contractors' responsibility to be familiar with applicable clauses and provisions. The North American Industry Classification System (NAICS) code for this acquisition is 611420, Computer Training, with a corresponding size standard of $11,000,000.00. Notice of Intent: It is the intent of the 763rd Specialized Contracting Squadron (763 SCONS) to award a Sole Source, firm-fixed-priced (FFP) contract to International Information System Security Certification Consortium, Inc. ((ISC)2) of 311 Park Place Blvd., Suite 400, Clearwater, FL 33759, under the authority, 41 U.S.C. 1901 using simplified acquisition procedures, as implemented by FAR 13.106-1(b)(1)(i). The total estimated value of this award will be under the Simplified Acquisition Threshold (SAT). The circumstances of the contract action deem only one source is reasonably available due to the proprietary nature of the (ISC)2 CISSP exam. Information to Offerors: Description: The 763 SCONS is seeking sources that can provide 600 (ea.) CISSP Annual Maintenance Renewal Tokens for the 375 CYSS at Scott AFB, IL. Certifications such as the CISSP ensure that the Air Force information assurance workforce meets their commercial cyber security certifications mandated by the Department of Defense (DoD) Directive 5144.02, C1.4.4.6.2 stating "...personnel performing Information Assuarance (IA) functions must obtain/maintain a certificiation corresponding to the highest level fundtion(s) required by their position". Specifications: Each of the 600 (ea.) CISSP certification renewal tokens shall meet the following specifications: 1. Each renewal token shall be valid for one year from time of issuance by 375 CYSS. 2. Any un-issued token shall expire one year from time of delivery to 375 CYSS. Delivery Requirements: NLT 1600 30 Sep CST Location: 375 CYSS, Scott Air Force Base, IL Basis of Award: Award will be made IAW FAR 12 and 13 procedures and the procedures specified in this synopsis/solicitation, and on the basis of the lowest total aggregate price quote that is technically acceptable (LPTA). The Government will make a determination of contractor responsibility IAW FAR 9.1, as supplemented, prior to issuing an award. A response to this request shall consist of completion of Attachment 1 Pricing Sheet (or a submitted quote in contractor format as long as it, at a minimum, depicts unit and extended prices (rounded to the nearest dollar), applicable specifications and delivery periods) and Attachment 2 Applicable Provisions and Clauses, specifically provision FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. Notice to Offeror(s)/Suppliers(s): This notice in no way obligates the Government for any costs incurred by the contractor for this requirement. The Government reserves the right not to award a contract in response to this notice. Quotes must be for all items stated, partial quotes will not be considered. Only FFP offers will be evaluated. Award will be made (all or none) to one vendor. Prior to commencement of any activities associated with delivery of this requirement, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established. SAM & WAWF vendor registration required: To be considered for this award, Offerors must be registered in the System for Award Management (SAM) and Wide Area Work Flow (WAWF) database at https://wawf.eb.mil prior to award. Lack of registration will make an offeror ineligible for award. Quotes Due Date: All quotes are due no later than 24 September 2018 at 4:00 pm CST.
