- Provisions and Clauses Limited Source Documentation Notice Type: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quote (RFQ) Number: 15DDHQ18Q00000243 for Cellebrite brand name items, plus shipping and handling, to include 18 Annual License Renewals for Universal Extraction Devices. Prospective Offerors, to include resellers of Cellebrite brand name products, are invited to submit a quote for “ Annual License Renewals for Universal Extraction Devices.” The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97. This procurement is set aside 100% for small business. The applicable North American Industry Classification System (NAICS) is 511210 – Software Publishers. The Small Business Size Standard is $38.5 million. The government requires 18 Annual License Renewals for Universal Extraction Devices, Cellebrite brand name only. The period of performance is 10/23/18-10/22/19. The provision at 52.212-1, Instructions to Offerors—Commercial, applies to this acquisition The government intends to issue a competitive fixed price Purchase Order. Award will be based on the Lowest Price Technically Acceptable method. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications—Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions—Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders—Commercial Items, applies to this acquisition. Addenda are attached. The Defense Priorities and Allocations System (DPAS) is not applicable to this procurement. This solicitation does not commit the Government to pay any costs incurred in the submission of quotes.
