Description
This announcement also serves as a Notice of Intent to Award a Sole Source Contract. This notice is not a request for competitive proposals nor a request for offers. No solicitation package is available and telephone requests will not be honored. The Naval Research Laboratory (NRL) intends to negotiate a sole source Cost-Plus-Fixed-Fee contract with L-3 Communications Sonoma EO, Inc. to provide service support required to complete the Tactical Infrared Night Surveillance System (TNWAS) program. This sole source acquisition is accordance with authority of Title 10 U.S.C.2304(c)(1) and Federal Acquisition Regulation (FAR) 6.302-1. The period of performance will be one year. This requirement is for the acquisition of research and development (R&D) support services to build, integrate, and test an airborne-sensor system which provides a unique capability for conducting precise, high-resolution day/night surveillance of large areas, in a configuration meeting the extremely tight size, weight, and power constraints of the Navy/USMC Small Tactical Unmanned Air System (STUAS) aircraft. This contract completes and integrates the products of several prior development efforts, described below, enabling delivery of the completed TNWAS system. The North American Industry Classification System Code (NAICS) for this requirement is 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) with a size standard of 1,000 employees. The Federal Supply Code (FSC) /Product Service Code (PSC) procurement is AJ13 - R&D: Physical Sciences-Advanced Development. Interested parties may identify their interests and capability to respond to this requirement within fifteen (15) days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government.
