- Description
- The VISN 19 Rocky Mountain Network headquartered in Denver, CO is seeking a Contractor interested in providing, inspection, testing, and/or calibration of the Electrical Low Voltage Power Distribution System and all its components at the Jack C. Montgomery VA Medical Center, 1011 Honor Heights, Muskogee, OK. 74401. The Contract shall test the following: Switchgear, Switchboard & Distribution Panel Assemblies. Transformers, Dry Type, Air-Cooled, Low-voltage Panelboards / Circuit Breakers, Air, Insulated-Case/ Molded-Case, Low Voltage Power. (600 Volt or Less) Motor Control, Motor Starters, Low-Voltage. Emergency Systems, Automatic Transfer Switches Emergency Systems, Engine Generators Work will be accomplished on evenings and weekends. Infrared Scanning/Thermographic Survey shall be performed on electrical equipment Use an infrared scanning camera to detect hot spots in the Low Voltage Electrical Power Distribution System. Objective of this work is to detect any loose, broken, or corroded connections in the system. Problem connections shall be identified and recommendations made along with COR and VA Engineering for coordination to replace with new connectors, and/or tightened with torque wrench to meet the equipment manufacturers specifications. Note that since this work item must be done while the Electrical Power Distribution System is energized, appropriate safety precautions must be taken before, during and after scanning the system. Note any energized electrical work that goes beyond IR Scanning or electrical measurement testing shall have an energized work permit or a scheduled outage will be required. System Function Tests. Provide function test for all equipment listed in this Scope of Work and any discrepancies noted in report. A job walk is to be conducted prior to any functional testing or exercising of any circuit breaker. The purpose is to prepare a contingency plan if a circuit breaker fails during testing or exercising. Test Conditions. Schedule function test with the COR to enable Engineering Service to make any necessary arrangements. Coordinate with the COR / Engineering (2) two weeks in advance of any outages. Only after the approval of the scheduled outages, by the COR, can work proceed accordingly. All outages shall be scheduled and approved in writing at least two weeks in advance. Outages will be scheduled only after business and on weekends; with exception of paragraph H. 4-Hour Power Outage Test. The 4-hour outage test may be scheduled during normal operating hours but will require the approval of Senior Leadership at the Medical Center facility. Schedule Infrared survey with the COR to enable Engineering Service to make any necessary arrangements. Infrared scanning equipment shall be utilized to scan all electrical equipment and terminations in the locations specified in the Inventory of Electrical Power Distribution System equipment provided per paragraph D.1. All "hot spots", those which measure greater than 8 degrees (Celsius) higher than die reference temperature (ambient) shall be photographically recorded and included in the Engineering Report to be submitted. The survey shall be made during normal hour work periods. SWITCHGEAR, SWITCHBOARD & PANELBOARD ASSEMBLIES Test and exercise Main circuit breakers located in switchgears, switchboard, and distribution panels to ensure operation under overload, short circuit conditions and Ground Fault. Test and exercise distribution feeder circuit breakers, Ground Fault test if equipped. Infrared Scanning/Thermographic Survey shall be performed. Inspect for signs of overheating or other defects. Inspect spacing and rigidity and condition of conductors. Inspect general condition of equipment and note in report. Inspect for cleanliness and note in report. Provide electrical measurement readings (Voltage - phase to phase / Each phase to ground and amperage reading on all phases and neutral if available). TRANSFORMERS: Power Dry Type Transformer Infrared Scanning/Thermographic Survey shall be performed on transformers. Inspect for signs of overheating or other defects. Inspect spacing and rigidity and condition of conductors. Inspect general condition of equipment and note in report. Clean exterior and inspect interior for cleanliness and note in report. Provide electrical measurement readings on both the primary and secondary side (Voltage - phase to phase / Each phase to ground and amperage reading on all phases and neutral if available). PANELBOARDS, CIRCUIT BREAKERS, AIR, INSULATED-CASE/ MOLDED-CASE, LOW VOLTAGE POWER. Infrared Scanning/Thermographic Survey shall be performed on Circuit Breakers. Inspect for signs of overheating or other defects. Inspect spacing and rigidity and condition of conductors. Inspect general condition of equipment and note in report. Inspect electric panels for cleanliness and note in report. Provide electrical measurement readings (Voltage - phase to phase / Each phase to ground and amperage reading on all phases and neutral if available). MOTOR CONTROL, MOTOR STARTERS, LOW-VOLTAGE Infrared Scanning/Thermographic Survey shall be performed on Motor Control Centers. Inspect for signs of overheating or other defects. Inspect spacing and rigidity and condition of conductors. Inspect general condition of equipment and note in report. Inspect for cleanliness and note in report. Provide electrical measurement readings for incoming power on the line side. (Voltage - phase to phase / Each phase to ground and amperage reading on all phases and neutral if available). EMERGENCY SYSTEMS, AUTOMATIC TRANSFER SWITCHES. (ATS s) a. Two (2) Infrared Scanning/Thermographic Survey shall be performed on ATS s. First scan with the ATS in normal (Utility) power, second scan with ATS in emergency (generator) power. Contractor has the option to schedule the second scan during the scheduled during 4-hour outage test. b. Inspect for signs of overheating or other defects. c. Inspect spacing and rigidity and condition of conductors. d. Inspect general condition of equipment and note in report. e. Inspect for cleanliness and note in report. f. Provide electrical measurement readings for incoming power on the line side. (Voltage - phase to phase / Each phase to ground and amperage reading on all phases and neutral if available). 4-Hour Power Outage Test The Contractor shall be present for and will participate in the VAMC 4-hour test of the Essential Electrical System (EES). This test shall fulfill the requirements of VHA Directive, Electrical Power Distribution System, NFPA 110 (e.g. Para. 8.4.9.) and The Joint Commission. This test will include opening of all utility main service connections serving the VAMC for a minimum of 4-hours. During the test period, verify operation of all EES components including the transfer to emergency power and return to normal service. The estimated duration of the Contractor s involvement is between 8 12 hours. The Contractor shall assist the VAMC staff with troubleshooting and correcting malfunctioning electrical equipment discovered during the test. Contractor shall make any required adjustments and/or re-calibrations to all equipment which has been otherwise maintained, inspected, and tested under this Scope of Work. Completion of Work: A. A complete written report of the work performed shall be provided to the VA within 7 calendar days of completion. Information shown in the report shall be as following: Company s name, addresses, telephone, & FAX numbers. Name and signature of contractors who perform the maintenance and testing. VA Work Contract Number, name and number of VA Contracting Officer. Date and Time of work. Copies of contractors valid licenses, professional and training certificates. Descriptions and model number of specialized tools and equipment used, such as torque wrench or infrared scanning camera. Location, Type, Name, and nameplate information of electrical equipment to be maintained and tested. Descriptions of work items. Test data. Reference materials such as equipment manufacturer s specifications, coordination study, etc. Remarks on conditions of electrical equipment. List all deficiencies by criticality of low, medium or high if any. Recommended corrective actions, if any. C. Submit three (3) hard copies of the complete written report, and one (1) CD-ROM or DVD of the electronic version of the report in Microsoft Word format to the Chief of Engineering Service within seven (7) calendar days of visit. All reference materials shall be included in the electronic version of the report, either through scanning or other means of electronic text import methods. The procurement procedure for this requirement shall be a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. The solicitation will be available in the coming days.
