Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal. A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach or period to perform. Interested parties are advised that the Government will not pay for any information or administrative costs incurred in response to this notice. If a synopsis and/or solicitation are released, it will be posted on the Federal Business Opportunities (FBO) website. It is the responsibility of interested parties to monitor FBO for any potential information pertaining to this RFI. The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) is conducting market research to gain knowledge of industry capability for providing innovative manufactured housing solutions that could be utilized to support long-term housing needs following the 2018 Hawai'i volcanic lava flow located in Hilo, Hawaii. FEMA is seeking responses to this RFI from qualified manufacturers and/or vendors. Respondents are requested to submit information for all potential long-term housing options they are capable of providing. FEMA is searching for the most cost effective form of direct assistance available to meet the post-disaster housing need. Temporary Housing Units (THU) must have the capability for installation anywhere in Hawai'i County, Hawaii and meet Hawaii County building codes, and ordinances. THUs may be installed on private or group sites. THUs must be: aesthetically pleasing to the community; capable of withstanding extreme temperatures; high humidity; above average rainfall; and rated to withstand a category 3 hurricane. THUs should be free from mold, asbestos, and other chemicals that may cause undue harm to occupants. Temporary housing unit solutions should be capable of housing individuals, multi-person families, and those with access and functional needs, incorporating the below attributes to the highest extent possible: • Be readily available within the state of Hawai'i, or available for quick shipment to the state, taking less than 2 months to manufacture, ship and install; • Must meet all state, county, and HUD standards; • Allow for scalable production to meet housing needs; • Be multi-hazard resistant to natural disasters, to the extent possible; • Maximize energy efficiency and have minimal environmental impacts; • Be suitable for long-term occupancy; • Include all options that would make the units move-in ready, such as: heating/HVAC, range, refrigerator, washer and dryer, dishwasher, beds, linens, dishes, televisions, smoke, fire, and carbon monoxide detection, and all other furnishings; and the housing solution should be fully furnished and ready for occupancy. The typical FEMA THU dimensions for an OCONUS deployment are: 3 bedroom - 60' X 14' 1 and 2 bedroom units - vary per vendor designs Express units - 47' X 8' Production scenarios are determined solely by the occurrence and magnitude of disasters that occur. For the purposes of this RFI, two (2) scenarios are posted for your consideration: • Provide up to 100 temporary housing unit solutions, to include all delivery, set-up and installation at a rate of approximately 5 units every two weeks. • Provide up to 500 temporary housing unit solutions, to include all delivery, set-up and installation, at a rate of approximately 10 units every two weeks. MANUFACTURER/VENDOR INFORMATION Firms Name; Institution or organization affiliation; Name of the primary point of contact for the response; Email address; Phone; Identification of other key individuals who collaborated on the RFI response; and SAM Registration: DUNS Number and/or Cage Code. CAPABILITY STATEMENT Please provide the following information: A brief summary (not to exceed one (1) page) description of current or previous relevant experience in manufacturing or fabricating the types of housing units described in this RFI. A description of the temporary housing solution that you could supply to FEMA. Cite design and installation standards and/or codes that you suggest using for insulation system design. Describe the insulation / heating system you believe will meet the design needs, including power requirements. Describe the hurricane protection design(s) that might meet the described need, including the wind, temperature and exposure time limits for each potential design. Describe the installation process for the units that you envision. In light of the urgency of FEMA's disaster housing mission, can you supply the stated number of temporary housing solutions at the rate(s) described in this RFI? If yes, what is the lead time required to ramp up production to the stated rates? How long will it take to produce and install 1 unit? 10 units? 100 units? If your organization cannot provide the number of temporary housing solutions at the rates described herein, how many can you supply, at what rate, and how much lead time will be required to ramp up production? What additional assets, tools, or expertise would your organization request from FEMA in order to provide the housing solutions described? What are the logistical requirements for each unit? Do they have special water, sewer, or electrical connection requirements? What are the dimensions of the units and how many people can each design (if submitting multiple designs) accommodate? Are the units capable of supporting the access and functional needs community? Provide with your submission blueprints and photographs of each temporary housing solution option. Provide a non-binding informational estimate of the cost per temporary housing solution and any startup costs that would be required. Optional Feedback. Please provide feedback on the content of this RFI, including vision, purpose, objective, scope of request, planning guidelines and any other information deemed suitable to this request.
