Description
INTENT TO SOLE SOURCE - 36C24418Q9662 The Pittsburgh VA Healthcare System intends to negotiate on a sole source basis with Carefusion 211, INC, 22745 Savi Ranch Parkway Yorba Linda, CA 92887 to provide SOMNOSTAR Z4 VER 11 SLEEP SYSTEM, in accordance with FAR 13.106-1. Carefusion 211 Inc is the manufacturer for the provide SOMNOSTAR Z4 VER 11 SLEEP SYSTEM. This Notice of Intent is NOT a request for competitive proposals. Parties may identify their interest; accompanied by supporting literature, to the Contracting Officer no later than 9/25/18 at 10 am EST. ALL Responses should be sent to Michael.Shull@va.gov. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer. The NAICS Code for this procurement is 339113. STATEMENT OF WORK (for upgrade of SLEEP DIAGNOSTICS SYSTEMS EQUIPMENT) The VA Pittsburgh Health Center has the only full montage sleep lab in our VISN. VA Pittsburgh sleep lab has used sleep software SOMNOSTAR from vendor Vyaire (formerly Carefusion) since 2003 installed on all 8 sleep computers and 4 reading stations. Our existing system operates on Windows 7. At present, the local lab computers acquire sleep parameters including electrophysiological biological signals from EEG, EMG, Eyes, EKG, oxygen and respiratory belts. We also integrate signals from other equipment like audio/video cameras, 02 supply, CO2 monitors and PAP therapy. The local computers transfer this data to a VA secure server. The signals are processed, reviewed and saved before analysis. After scoring and staging, the software generates a report which is printed. The interpretation is completed by physician and data entered into CPRS independent of SOMNOSTAR, with a copy of the raw data stored on the server, copy of patient information stored in VISTAWEB and the physician s report entered manually into CPRS. The services included in our request include 8 computer stations and 4 reading stations, software, site licenses, training for technical staff, one-year warranty on hardware and software, technician support from vendor and guarantee of functionality and technical integration with existing VA server and network. There are several compelling advantages to single vendor service for VA patients and staff and our decision to stay with Vyaire (Carefusion) SOMNOSTAR v 11 (2017): New software is based on Windows 10 (required systemwide VA upgrade in 2018). The software is proprietary and backwards-compatible all prior studies performed in VA sleep lab (since past 15 years) (All older Windows versions can be reviewed and accessible for patient record management and database compatibility. This includes at least 800-1000 studies/yr including research studies conducted since 2003) VA IT has worked with this vendor and understands lab needs to assist in upgrade and integration of audio/video/ ancillary equipment necessary for compliance with AASM lab standards Staff, fellows and physicians are already trained to operate this software (Minimal loss of employee productivity due to lab closure for installation and training). There is continuity in training for sleep fellows (UPMC also uses the same software) The vendor has been responsive to problems encountered, given us a fair market price and supplied additional services free of cost (Nox T3 Home sleep apnea testing devices) for the program. We already share a long-term history and good relationship with this vendor. Any changes will require extensive training of staff and we will not be able access existing patient data.
