- 1 NOTICE This Request for Information (RFI) is issued for informational purposes and market research only, it does not constitute a solicitation. The Government will not reimburse any company or individual for any expenses associated with preparing/submitting information in response to this posting. The information provided may be used by the Government in developing its acquisition strategy, statement of work/statement of objectives, and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained within their response. 2 SCOPE The United States (US) Army Program Executive Office (PEO), Aviation Mission Equipment Program Manager (PM-AME) is conducting market research to identify possible sources capable of providing an integrated Ultra-High Frequency (UHF) Satellite Communications (SATCOM) HPA/LNA that is Mobile User Objective System (MUOS) capable for use in technology insertions in current Army aircraft and for installation in future aircraft. This HPA/LNA must be interoperable with existing UHF SATCOM terminals as well as terminals supporting MUOS. 3 INSTRUCTIONS TO POTENTIAL RESPONDENTS Interested parties who desire to participate in this RFI are encouraged to submit responses that demonstrate they presently have the experience and devices with the technology maturity to answer this RFI. Responses shall include the following information and address the topics enumerated below. 3.1 Respondent Data Company Name Address Point of Contact (include phone number and email address) CAGE Code Web Page URL State the country of ownership for the company. 3.2 Performance Requirements Describe products manufactured by your company to meet the performance requirements shown below. If any part of this proposal requires a development effort, clearly describe the approach and estimated timeline. Explain where the unit is not compliant with the requirements below and discuss any plans to gain compliance along with the timeline. 3.2.1 Satellite Communications Describe the HPA/LNA's ability to perform RF amplification in accordance with the following military specifications. a. MIL-STD-188-181C Interoperability Standard for Access to Dedicated 5-kHz and 25-kHz UHF Satellite Communications Channels b. MIL-STD-188-182B Interoperability Standard for UHF SATCOM Demand Assigned Multiple Access (DAMA) Orderwire Messages and Protocols c. MIL-STD-188-183B Interoperability Standard for Multiple-Access 5-khz and 25-kHz UHF Satellite Communications Channels d. MIL-STD-188-187A Interoperability Standard for Mobile User Objective System (MUOS) Terminals 3.2.2 RF Amplification a. When in MUOS transmit, describe how the HPA/LNA would provide the capability of selectable gain between 32 dB and 38 dB, in 0.5 dB steps with an RF input range of -30 to +12 dBm. b. When in MUOS receive, describe how the HPA/LNA would provide 18.5 dB +/- 1.5 dB of gain to the received signal. c. When in UHF SATCOM transmit, describe how the HPA/LNA would provide 8 dB of gain with an RF input range of 23 to 43 dBm. d. When in UHF SATCOM receive, describe how the HPA/LNA would provide a minimum of 20 dB of gain to the received signal. e. Discuss how the HPA would support an amplifier bypass mode which routes the RF input to a separate un-amplified RF output port. 3.2.3 Input Power Discuss the HPA/LNA's ability to operate from a nominal +28 VDC prime power source with characteristics and limits as defined in MIL-STD-704 Electric Power, Aircraft, Characteristics and Utilization, Revisions A, C, D, E, and F. 3.2.4 Physical Discuss the HPA/LNA's size, weight and power (SWaP) characteristics and how they have been minimized to the greatest extent possible without compromising performance of the unit. 3.2.5 Environmental Describe the HPA/LNA's compliance with the following environmental specifications and specified tests below. If not compliant, discuss future plans to gain compliance. 1. Requirements for the Control of Electromagnetic Interference (EMI) Characteristics of Subsystems and Equipment for EMI / Radio Frequency Interference (RFI) requirements as modified by ADS-37A-PRF 2. MIL-STD-810G, DoD Test Method Standard - Environmental Engineering Considerations and Laboratory Tests, for the following: a. Altitude: 55,000 b. Operational temperature: -54 to +71 C c. Thermal Shock: -85 to +55 C d. Humidity: <= 95% e. Dripping Rain f. Salt Fog g. Sand and Dust h. Fungus i. Shock and Crash Safety j. Explosive Atmosphere k. Decompression l. Vibration m. Acceleration 3.2.6 Interfaces a. Describe the HPA/LNA's ability to provide a balanced serial control interface compatible with RS-422 and/or MIL STD 188 114A, Electrical Characteristics of Digital Interface Circuits. b. Describe the HPA/LNA's ability to provide a 50 Ohm input and output RF ports to be used for installations that employ a single terminal coupled with a single-element antenna. 3.2.7 Control The HPA/LNA must be controllable via RS-422. Describe the HPA/LNA's current power control functionality and the ability to modify this functionality to be compatible with UHF/SATCOM and MUOS terminals which use serial control techniques. 3.3 Other Considerations a. Describe how the proposed solution would be maintained, and describe the warranties offered. b. Indicate whether the company is presently providing devices of these types to the Government. If so, provide the contract number(s) and the appropriate Government points of contact. c. Describe any pre-planned product improvements that are scheduled to be made or potentially could be made. d. Indicate whether a production unit is presently available or when a fully functional engineering development model (EDM) will be available. 4 RESPONSES, COMMUNICATIONS, AND ADDITIONAL CONSIDERATIONS: a. The Government may contact respondents to obtain additional information or clarification in order to fully understand a company's response. This may include discussions, site visits, demonstrations, etc. to further the Government's understanding of a proposed solution, as well as a company's understanding of the Government's requirements. b. Responses shall not exceed 12 pages (including any cover page). Include technical and descriptive text, functional block diagrams, and illustrations to provide sufficient detail. The submitted documentation becomes the property of the United States Government and will not be returned. c. Respondents shall clearly mark proprietary data with the appropriate markings. Any proprietary information received in response to this request will be properly protected from any unauthorized disclosure. Any material that is not marked will be considered publicly-releasable. d. When submitting a response, please be aware that the Army workforce is supplemented by contracted support personnel. Any proprietary data submitted may be handled by contract support services personnel who have signed the same Non-Disclosure Agreements (NDAs). e.
