Description
NASA/GRC has a requirement for Harris Ka-Band Software Defined Radio Engineering Model. NASA/GRC intends to purchase the items from Harris Corporation. Statutory Basis for Other than Full and Open Competition: FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. This procurement is for an engineering model (EM) of the two Harris flight Ka-band Software Defined Radios supplied to the AFRL STPSat-6, which is scheduled to launch in the Fall of 2019. The satellite is flying a Ka-band RF communication system, which will support operations with the NASA supplied Laser Communications Relay Demonstration (LCRD) payload. These two Harris Ka-band SDRs are key components of this communication system. An identical copy (engineering unit EM) is required to support the integration and testing of the Ka-band RF system before the spacecraft is launched. It is also required to support operation of the flight units from the ground. The EM SDR is used for the development and testing of new radio software at GRC before it is uploaded to the flight radios on-orbit, as part of the LCRD experiments program, to enhance the capabilities of the SDR. It will also be used to troubleshoot the operation of the flight system should any anomalies occur with the flight system over the duration of the flight, which is 8 years. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. EST on Monday, September 24, 2018. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
