- Description
- The Government's contracting strategy for this procurement is to utilize a Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) to fulfill the Government's requirements. The Government's commercial air service requirements for each quarter would be known about 1-2 months in advance. The Government intends to solicit from the MAC holders to see what aircraft are available during that quarter, and the best aircraft (price and other factors considered) able to meet the requirement would receive the order for that quarter. Due to Government's aircraft requirements and industry's available aircraft during the quarter, this may result in separate orders to different MAC holders for a single quarter. Aircraft pricing per flight minute would be determined at the basic contract level so the MAC holders would only need to propose which of their aircraft are available to support each quarter's commercial air service requirements. If a MAC holder's aircraft aren't available during that quarter's timeframe then they do not need to propose and can wait until the next quarter's requirements are solicited. The Government is requesting all interested parties provide a capability statement and feedback on the Government's contracting strategy in response to this sources sought. Going forward, all new entities registering in GSA's System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number. Effective June 11, 2018, entities who create or update their registration in SAM.gov to apply only for federal assistance opportunities such as grants, loans, and other financial assistance programs, have a notarized letter on file within 30 days of registration. Additionally, Effective June 29, 2018, all non-Federal entities who create or update their registration in SAM.gov, have a notarized letter on file within 30 days of registration. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an "Active" status as the government cannot award to an entity without an "Active" SAM registration.
