Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quotation is being requested and a written solicitation will not be issued. The U.S. Environmental Protection Agency (EPA), Office of Air and Radiation, Office of Transportation and Air Quality (OTAQ), National Vehicle and Fuel Emissions Laboratory (NVFEL), Testing and Advanced Technology Division (TATD), Ann Arbor, Michigan, requires a contractor to provide and install one (1) new instrument capable of measuring sulfur in liquid hydrocarbons by combustion and UV fluorescence detection in accordance with ASTM D5453. The instrument shall be used to measure the concentration of sulfur in transportation fuels submitted to NVFEL for analysis in accordance with ASTM D5453 in accordance with the following references: Engine-testing procedures, 40 C.F.R. pt. 1065 (2014); Control of emissions from new and in-use highway vehicles and engines, 40 C.F.R. pt. 86 (2014); ASTM D5453-12 Standard Test Method for Determination of Total Sulfur in Light Hydrocarbons, Spark Ignition Engine Fuel, Diesel Engine Fuel, and Engine Oil by Ultraviolet Fluorescence, ASTM International, West Conshohocken, PA, 2011 Under the Office of Air and Radiation, EPA ¿s Office of Transportation and Air Quality (OTAQ) administers portions of Title II of the Clean Air Act, as amended in 1977 and 1990. OTAQ is not only responsible for regulating engine and motor vehicle emissions but also support the advancement of clean vehicle fuels and technologies. Emissions statutory requirements are constantly evolving to meet the inclusion of the various types of automobiles and trucks being offered by manufacturers. The equipment described below and in the attached Statement of Work is required so the US EPA can support the advancement of clean vehicle fuels and technologies. Technical Specifications for the D5453 Instrument: Shall be capable of measuring sulfur in accordance with ASTM D5453-12; Shall be of a laboratory benchtop design (Shall not be designed for in-line process or hand-held use); Shall have a minimum measurement range of 0.02 to 10,000 mg/L; Shall include an autosampler for liquid injection (The autosampler shall have no less than 50 sample vial positions, The autosampler shall not protrude beyond the front of the instrument at any time, and The needle tip shall be presented fully into the hottest part of the inlet area of the furnace); Argon shall be used as the carrier gas; Shall have a vertically oriented combustion tube (The top of the combustion tube shall be visible during sample measurement for verification of sample combustion); Shall have exterior dimensions, including the sulfur detector, no greater than 28.50 ¿ W, 31.75 ¿ D, 19.75 ¿ H; Shall use 120V, 50-60 Hz;Furnace temperature shall be controlled at 1075 ±25 °C; Shall have, at a minimum, the following interfaces: RS-232; Software shall be capable of generating comma separated value (csv) files for export to LIMS; Software shall be capable of retaining multiple calibration curves; Wetted parts shall be compatible with: Ethanol, Methanol, Methanol-Ether blends, Gasoline, Diesel, Biodiesel (B100), Biodiesel blends (B5-B30), and Blends of ethanol and gasoline ranging from 5% to 95% ethanol; Exterior surfaces shall be resistant to degradation from Ethanol, Methanol, Methanol-Ether blends, Gasoline, Diesel, Biodiesel (B100), Biodiesel blends (B5-B30), and Blends of ethanol and gasoline ranging from 5% to 95% ethanol; NVFEL shall supply the computer required to operate the instrument (Software shall operate on either the Windows XP or Windows 7 Operating Systems); Upon installation the contractor shall demonstrate the instrument complies with the specifications above and meets all of the requirements of ASTM D5453-12; Delivery shall be within 180 days from date of award FOB Destination (This includes all freight charges, fuel surcharges, insurance, and any other shipping related fees). This acquisition is a small business set-aside and will be processed in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code is 334516 with a small business size standard of 1,000 employees.
