- Draft PWS RFI SOLICITATION NUMBER: NOTICE #2 TYPE: Reference Number Sources Sought The Defense Human Resources Activity is issuing this 2nd Sources Sought Notice as a means of conducting market research to identify parties having an interest in, and the resources for, providing services in accordance with the draft Performance Work Statement (PWS) capable of providing sufficient personnel, management and materials necessary for the Office of People Analytics (OPA), Joint Advertising, Market Research and Studies Program (JAMRS). The work involves survey planning, design and development, conducting and administering surveys, analysis of quantitative and qualitative survey data, production of reports regarding the results of the surveys, identifying target markets, as well as determining prospect market trends and conditions. This notice shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. In addition, it does not guarantee that a subsequent solicitation will be issued. Submission of any information in response to this Sources Sought notice is voluntary and will assist in selecting the appropriate solicitation type/method. Costs associated with any submission shall not be reimbursed by the Government. THE GOVERNMENT IS NOT SEEKING PROPOSALS AND WILL NOT ACCEPT UNSOLICITED PROPOSALS. 1. The proposed NAICS for this effort is 541720, Research and Development in the Social Sciences and Humanities (size standard $20.5 Million). Comments on this NAICS and suggestions for alternative codes must include supporting rationale. 2. The Government is performing additional Market Research interested vendors please answer the following questions: a. Are you interested as a prime or subcontractor? As a subcontractor, what skill sets /capabilities would you be able to perform? b. For Small Businesses: Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the of the cost of the labor with their own staff. Provide an explanation of your company's ability to perform at least 50% of the tasking described in this Draft PWS over the course of the contract (not per task order). Would your firm plan to utilize a teaming arrangement, joint venture or leverage a mentor-protégé agreement to fulfill this requirement? Please describe. c. Describe your experience managing multiple task order/delivery order work efforts for the same client. How many concurrent task orders were involved and what was the complexity? What was the day to day work like? d. Please describe any recent work you've done similar in scope as described in this draft PWS. Please highlight whether or not the work was for a DoD client and the extent to which the work was similar to the required work outlined in the current draft PWS. Also, please include how many employees you managed as part of this effort. e. How will you manage and coordinate the task orders that will be issued on the proposed IDIQ contract, including planning, assigning responsibility, controlling personnel, controlling use of resources, tracking deliverables, and monitoring performance and obtaining feedback. f. How will you interface and coordinate performance with the DHRA OPA JAMRS Team? g. Please provide a detailed description of the approach to staffing this requirement. What is the experience and skillset of the staff you would apply over the course of the contract? Discuss the availability of personnel which are readily available, contingent hires, or subcontractors. If you would be hiring new/additional staff please describe your staffing plans and prior experience successfully implementing this staffing plan. h. Historically, this contract has been an IDIQ with multiple task orders per year. Do you have other recommended types of contracts that may more effectively meet the need described? i. JAMRS/OPA conducts many large scale, nationwide surveys per year, many of which are continually fielding. Please describe your experience with survey research at this scale and describe specifically how you would handle this aspect of the requirement from design through administration and analysis and interpretation of results. j. How would you meet the requirements in the Security section of the PWS (para 8.0-8.8)? k. Do you have any feedback or suggestions regarding the draft PWS? SUBMISSION INFORMATION: A. COVER SHEET - 1 page 1. Vendor name, address, website, Data Universal Numbering Systems (DUNS) Number, and Commercial and Government Entity (CAGE) Code, and company structure (Corporation, LLC, partnership, joint venture, etc.). 2. Point of contact to include e-mail address and telephone number. 3. Type of business, including socio-economic category (Large, Small, 8(a) Participant, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small Business Concern). 4. If applicable, GSA contract number, schedule. 5. Whether your interest in this requirement is as a prime or sub-contractor. Information describing partnering/subcontracting (if any) in order to fulfill the requirements of a PWS such as this. All interested and capable contractors are encouraged to respond. Respondents will not be notified of the results of the sources sought evaluation. The results of this sources sought notice will assist the Contracting Officer in determining whether an 8(a), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Certified HUBZone Small Business, Woman-Owned Small Businesses (WOSB), Small Business set-aside, or full and open competition is an acceptable strategy for this procurement. Responses to this synopsis may be used to aid in establishing realistic, achievable small business participation goals. Interested contractors must be registered in the System for Award Management (SAM) in order to conduct business with the Government. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this Sources Sought; all costs associated with responding will be solely at the interested party's expense. All information received in response to this submission that is clearly marked Proprietary will be handled accordingly. Acknowledgement of receipt of responses will not be made and submissions to this Sources Sought will not be returned. The information provided in this Sources Sought is subject to change and is not binding on the Government. RESPONSE DUE DATE: The Government requests that all responses be returned by 11:00 AM EST on 19 October 2018.
