Description

(i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation number 36C26118Q9697 is issued as a request for quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-100. (iv) This acquisition is a total Service Disabled Veteran Owned Small Business set aside. The NAICS code is 238210 and the size standard is $15 million. Vendors are required to be registered in the VetBiz database to be eligible for award. (v) The contract line item is listed in the price schedule of the solicitation package (see page 2 of the RFQ package). When providing a quote, please complete the price schedule. (vi) The contractor shall perform an inspection of the power distribution system at the VA Central California Health Care System in accordance with the Statement of Work that is included in the solicitation package. The as-built drawings are included as attachments to this notice. The files are approximately 8-9 megabytes, so please be patient when opening the files. (vii) The work required under this solicitation is needed on an urgent basis. The work must begin within two calendar days after receipt of the Purchase Order and be completed within twenty calendar days after receipt of the Purchase Order. We are not conducting an organized site visit, but if a vendor would like to perform a site visit they make arrangements with Gerald Lucas at 559-351-0620. (viii) The provision 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The quote package will simply consist of providing a completed copy of the price schedule. (ix) The provision 52.212-2, Evaluation Commercial Items, does not apply to this acquisition. We will conduct a comparative evaluation based on price and past performance. (x) The provision 52.212-3, Offeror Representations and Certifications Commercial Items, applies to this acquisition. (xi) The clause 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. There are not any addenda to this clause. (xii) The clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. The applicable clauses cited within this clause are indicated in the solicitation package. (xiii) All additional contract clauses and provisions are included in the attached solicitation package. (xiv) The Defense Priorities and Allocations System (DPAS) do not apply to this acquisition.
