- Brand Name Justification This combined synopsis/solicitation for commercial items is prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number W9132V18Q0919 is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-100, effective 22 Aug 2018. The associated North American Industry Classification System (NAICS) code is 334511 - Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, which has a Small business size standard of 1,250 employees. This requirement is a Total Small Business Set-Aside in accordance with FAR 19.502-2. Award will consist of one (1) Contract Line Item Number; CLIN 0001, qty: 1, Unit of Measure: each - for the following: The U.S. Army Engineer Research and Development Center (ERDC), Geospatial Research Laboratory (GRL) has a requirement to purchase one (1) Platform Agnostic LiDAR Sensor with Integrated Inertial Measurement Unit (IMU) ready for handheld or vehicle mounted scanning. Product Specifications: The handheld LiDAR platform with capabilities to map building interior and remote locations with little to no GPS shall be brand name to the Kaarta Stencil. Salient characteristics are as follows: • The Lidar instrument must have a maximum range of 100m or greater • The Lidar instrument must have a minimum range of 1m or less • The Lidar instrument must be capable of collecting at least 300,000 points per second. • The Lidar Instrument must have a horizontal Accuracy of ±30mm or better with the capability of post-processing to better accuracy. • The Lidar Instrument must have a Horizontal Field of View of 360° • The Lidar Instrument must have a Vertical Field of View of at least 30° • The Lidar Instrument must be eye Safe (Class 1) • The Lidar Instrument must have a high order integrated IMU. • The Lidar Instrument must have a camera that collects imagery that can be incorporated into the Lidar data collected. (Used as the color of the Lidar points) • The Lidar instrument must be capable of operating from and mounting on a vehicle. The accessories for mounting to a vehicle must be included in the purchase. • The software to process the collected Lidar data must be included • The Lidar Instrument should use a SLAM algorithm to collect data • Training on how to operate the Lidar Instrument and post-process the raw scan data • A 1 year warrantee on the hardware and software purchased Delivery shall be FOB Destination to ERDC GRL at 77701 Telegraph Road, Alexandria, VA 22315-3864. The following factors shall be used to evaluate offers: technical capability to meet the Government's required specifications; and price.
