- Attachment 2: Schedule of Supplies/Price Quote Attachment 1: Statement of Work (SOW) The Army Multimedia Visual Information Directorate (AMVID), Production Acquisition Division (PAD) and Defense Media Activity (DMA) are issuing this combined synopsis/solicitation for issuance of a competitive Blanket Purchase Agreement (BPA) call/order against one of five established BPAs to provide follow-on video production work to supplement existing products created for National Museum of the US Army (NMUSA). This action is issued as a competitive request for quote (RFQ) to provide fair opportunity among the five BPAs holders: Aperture Films, Ltd., Advanced Video Communications, Interface Media Group, Inc., Northern Lights Productions, and Showreel International, Inc. The purpose of this particular BPA call is for the production a fully-programmed executable interactive program to be displayed on a 24" touchscreen at a resolution of 1920 X 1080, that "explores the transformation of the structure of the U.S. Army in the era following the attacks of 11 September 2001". Interactivity needs are basic, as the product is designed to feature a one to one and a half-minute (1:00-1:30) linear introduction, along with three (3) one-minute (1:00) linear video/animation scenarios. A brief attract loop with nominal motion is also required. A detailed Treatment and outline created by the museum's designer is contained in Technical Exhibit 5 of the Statement of Work (SOW). The Government intends to issue a single firm-fixed price BPA call. Interested BPA holders shall respond by submitting a quote in accordance with this RFQ. SPECIFICATIONS See Attachments: Attachment 1: Statement of Work (SOW) Attachment 2: Schedule of Supplies/Price Quote QUOTES SHALL INCLUDE THE FOLLOWING INFORMATION (1) Technical Approach: One (1) page document that clearly demonstrates the vendor's comprehensive understanding of the magnitude and complexity of the Government's requirements in terms of executing the defined Treatment contained in the SOW. (2) Detailed price Quote (Completed Attachment 2: Schedule of Supplies/Price Quote) to include any and all discounts. Price Quote shall clearly indicate a total price for meeting all requirements of the SOW. All Contract Line Item Numbers (CLINs) shall have a price or be marked NSP for Not Separately Priced. (2) Past Performance: A document identifying at least one (1) or up to three (3) examples of previous recent and relevant productions that directly relate to the efforts required for this SOW. Any non-NMUSA productions must include the following information: a. Company or Organization b. Project Title c. Project completion date d. Final cost e. Customer POC name, telephone number and email address BPA CALL AWARD The vendor's quote must effectively demonstrate a practical and cost effective approach to performing requirements, and do so in a manner that demonstrates a comprehensive understanding of the magnitude and complexity of the Government's requirements. A single award shall be made to the BPA holder whose quote, conforming to this RFQ, is most advantageous to the Government using a two-part evaluation. First the quote will be evaluated for on a pass/fall basis on Technical Approach (Factor 1), which a determination of whether or not the vendor clearly demonstrates they have a thorough understanding of the requirement, and describes a reasonable strategy to effectively and efficiently execute the Treatment included in the SOW. Quotes that do not pass this factor will be removed from further consideration for award. Next, the quotes that pass the Technical Approach Factor 1, will be evaluated using best value tradeoff procedures in terms of Past Performance (Factor 2) and Price (Factor 3). The evaluation of Past Performance will be a subjective assessment of the degree of confidence the Government has in a vendor's ability to successfully meet contract requirements, based on a demonstrated recent and relevant record of performance. Price will not be assigned a rating, but will be evaluated for price reasonableness.
