- NAVSUP Fleet Logistics Center, Philadelphia Division, Contracting Department, Norfolk intends to acquire on a sole source basis contractor support from Sprinklr Inc. a large business concern. This sole source SYNOPSIS/SOLICITATION is for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only notification; a written solicitation will not be issued. PAPER COPIES OF THIS SYNOPSIS/SOLICITATION WILL NOT BE AVAILABLE. This sole source notice SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The Reference Number is N66760RCCE002. The Navy Office of Information (CHINFO) requires a unified internet-based, real-time enterprise social and digital media analytics, assessment, engagement, governance, management, monitoring, planning, publishing, reporting, and workflow service that supports, at a minimum, Facebook, Flickr, Google+, Instagram, LinkedIn, Pinterest, RSS feeds, Tumblr, Twitter, WordPress, and YouTube. The service must publish to an unlimited number of social media accounts, as outlined by the required platform capabilities in the statement of work. Feeds need to have flexible capabilities that allow them to be added, modified, suspended, and removed by CHINFO users. The service must be expandable to allow the addition of emerging social media platforms that become main stream during the period of performance. The platform must be an enterprise solution that allows multiple CHINFO accounts to monitor 15 million mentions per year, and conduct unlimited searches and data calls using unlimited dashboards to be accessed concurrently. Searches conducted (including Boolean searches) must have the ability to be saved and pull real-time analytics as well as up to six months of historical data. The data must be exportable. Sprinklr,Inc. meets the requirement of a unified enterprise social and digital media service outlined in the statement of work “ especially: Automatic categorization, prioritization, and routing of inbound messages; Automatic system adjustments based on system-observed patterns such as the day of the week and time of the day for alert thresholds such as percentage changes in engagement, sentiment, volume, etc.; Building and deploying chat bots “ at minimum for Facebook and Twitter “ that automatically detect intents regardless of spelling errors and nuanced language to automate routine tasks; responds with pre-approved messages, responses, and FAQs; hand offs to a human operator when necessary; and identifies/reports unanswered questions/messages that resulted in errors; Dynamically visualizing listening data and also CHINFO curated content on a single, customizable screen that can be simultaneously displayed in an unlimited number of remote locations. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-100 and DFARS current to DPN 20180824. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 541512 Computer Systems Design Services and the Small Business Standard is $27.5 Mil. The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Period of performance is 1 October 2018 “ 30 September 2019; FOB Origin applies. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. The following FAR provision and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors - Commercial Items; 52.212-3 and its ALT I, Offeror Representations and Certifications - Commercial Items; 52.212-4, Contract Terms and Conditions - Commercial Items [list the clauses that apply]; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items including Quoters are reminded to include a completed copy of 52.212-3 and its ALT I with quotes. All clauses shall be incorporated by reference in the order. Additional contract terms and conditions applicable to this procurement are: DFARS 252.212-7000, Offeror Representations and Certifications - Commercial Items; DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items including Other Clauses may be included in the written order. A determination by the Government to not compete this proposed effort on a full and open competitive basis is solely within the discretion of the Government. All quotes shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number if applicable, business size, and payment terms. Quotes over 10 pages in total will not be accepted by facsimile. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements. For EIT requirements include the following language unless an exception applies: This procurement is for Electronic and Information Technology (EIT). Effective June 25, 2001, the Federal government implemented Section 508 of the Rehabilitation Act of 1973, Amendments of 1998 (29 U.S.C. S 794(d)). Section 508 requires that the federal government only acquire electronic and information technology goods and services that provide for access by persons with disabilities. Therefore, to the extent supplies and services are available in the commercial marketplace, the contractor is required to meet the relevant accessibility standards contained in 36 C.F.R.
