Description
Notice of Intent: The USDA, ARS, WBSC intends to award a sole source procurement to Shimadzu Scientific Instruments. 7102 Riverwood Drive, Columbia, MD 21046, U.S.A. as they are the sole source for this total organic carbon, total inorganic carbon, and total nitrogen analyzer to the authority of 41 U.S.C.253(c)(l ) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy agency Requirements. The award will be for a TOC-LCPH analyzer required to provide complete analyses collected from runoff water and soil leachate water samples. This is a mission critical instrument for the Genetics and Sustainable Research Unit for our research in developing sustainable agricultural cropping systems. We analyze both runoff water, and soil leachate. We need an instrument that measures total inorganic carbon (TIC), total organic carbon (TOC), and total nitrogen (TN) in soil leachate samples and in water samples. There are similar instruments sold by three companies; however, the Shimadzu is the only instrument of the three that can make all the analyses we need for total inorganic carbon, total organic carbon and total nitrogen. Our research will be compromised if we cannot measure all three components (total inorganic carbon, total organic carbon, and total nitrogen) in our samples. The instrument provides a standard workstation PC WINDOW 10 Pro-64 bit, with a 22-inch professional Widescreen Flat Panel display. Software to operate the instrument is provided on the workstation. It has a module that will analyze total organic carbon, controlled by personal computer, high sensitivity (TOC-LCPH). It can also measure total inorganic carbon. It has a total nitrogen (TNM-L) module, ROHS (Restriction of Hazardous Substances) compliant, which is an international (EU) waste materials standard for electronic components. It has an Automatic Sample Introduction, Model L (ASI-L) for 9 mL or 40 mL vials and is ROHS compliant. It provides a 40 mL rack set for ASI - L vials. It has an external Sparge Kit for ASI - L. It has a total organic carbon (TOC) Air Generator-Parker Balston TOC-1250. It provides regulator gas for AIR 19H590, TOC. It has a power conditioner for TOC and Prep LC, (ABC1200-11). It contains a TOC-L and TOC-V workshop for combustion units. There will be 24/7 interactive online support for the instrument. Supplier company will provide tier 2 installation and customer familiarization for the instrument. The instrument has a one-year warranty. Shimadzu Scientific Instruments is the only know company that can provide the TOC-LCPH analyzer with the required specifications. The Government intends to award a firm fixed price Purchase Order on or about September 26, 2018, 2018, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 2:00 PM central time, September 25, 2018. Information received will be considered solely for determining whether to conduct a competitive procurement.
