Description
Limited Sources Justification Memorandum for Record - Limiting Competition at or below the Simplified Acquisition Threshold 1. Contracting Activity: Mission Installation Contracting Command-FSH 2. Description of Action: Pandora, Software Upgrade Nature: New Requirement Contract Vehicle: FSS Contract V797D-30111 Pricing/Contract Type: Fixed Price Funds: Operations & Maintenance, Army (OMA), FY 2018 Name of Proposed Contractor(s) and Address: Omnicell 590 E. Middlefield Road Mountain View, CA 94043 (650) 251-6100 3. Description of Services or Supplies: This system allows the organization to track medications throughout the medication use system to include but not limited to medication re-loading, stocking, filling, removal, wastage, discrepancies, returns. It also enables report creation and review to manage the medication use system specific to controlled substances and provides diversion surveillance. This contract will include training manuals to instruct on how to utilize system, provide on-call support or a help desk that can troubleshoot problems that may arise with the system or its implementation/use, provide avenue to request physical visits or remote support from manufacturer support team if required to update or fix the system, and establishes a path for updating the software on a regularly scheduled monthly basis to ensure most up to date information is in place as well as back-up" files for infinite amount of time to prevent loss of data. This system is compatible with Windows 10 operating system and able to be placed on DOD network. Base Period: 2018 to 2019 Value: $35,774.35 Option Period 1: 2019 to 2020 Value: $7,013.76 Total: $42,788.11 Version - February 2017 4. Authority: FAR 8.405-6(a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. 5. Reasons for Authority Cited: a. The vendor Omnicell is the only provider of Pandora VIA software and this is the only software available for hospital wide controlled substance surveillance and reporting on the market. b. This capabilities is vital to maintaining a safe medication use process and controlled substance accountability. The reports generated from the Pandora software are used daily to determine medication usage of nation drug shortage items and is used monthly during the hospital wide, Disinterested Officer controlled substance audit. c. The current version of Pandora is not Windows 10 compliant and this upgraded software package will allow Pandora VIA to operate on the more secure Win 10 platform. 6. Publicizing Contract Actions: Requirement to post justification in accordance with FAR 8.405-6(b)(3). This action will be redacted and posted with the solicitation on e-Buy. 7. Market Research: The Pandora VIA software is on GSA and available with FSS pricing. There are no other software systems that perform this level of controlled substance surveillance. 8. Other Facts: Pandora is currently in place but the version on the network is not compatible with Windows 10. This request is for an updated Pandora VIA software that is compatible and provides the same level of reporting and surveillance that is a current reality. 9. Technical/Requirements Certification: I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief. Contracting Officer Certification/Approval: I hereby determine that the anticipated cost or price to the Government for this contract action will be fair and reasonable based upon price analysis. I certify that this justification is accurate and complete to the best of my knowledge and belief, and that completing this purchase as a sole source is in the best interest of the Government. Additionally, I approve this justification to limit competition subject to the availability of funds and provided that the services or supplies herein described have otherwise been authorized for acquisition.
