- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation, a written solicitation WILL NOT be issued. Solicitation Number 140P2118R0025 is issued as a Request for Proposal (RFP) for white oak timbers, white oak sawn logs, and southern yellow pine flooring and siding. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-98. The North American Industry Classification System (NAICS) is 321113. The Solicitation is a total Small Business Set-Aside, Size Standard 500 Employees. The Contractor shall furnish and deliver White Oak Timbers, White Oak Sawn Logs, and Southern Yellow Pine Flooring and Siding in accordance with the following quantities and Attachment 1, entitled ¿Item Quantities and Dimensions List ¿, and consisting of 5 pages. All White Oak Timbers shall be white oak (Quercus alba) and meet #1 grade or better as defined by the Northeastern Lumber Manufacturers Association (NELMA) Standard Grading Rules and the National Hardwood Lumber Association (NHLA) Rules for the Measurement & Inspection Standards. All timbers with a minimum dimension of 6 ¿ and larger shall be sawn with a boxed heart. Timbers and cants with a maximum dimension of 5 ¿ and smaller shall be sawn free of heart center (FOHC). All timber and lumber shall be unseasoned and at green moisture content. All timber ends shall be treated with an end sealer at the sawmill, prior to delivery. Lengths and dimensions are specified in Attachment 1, entitled ¿Item Quantities and Dimensions List ¿. All White Oak Sawn Logs shall be white oak (Quercus alba) and shall meet the following specifications: All logs shall be well trimmed with no butt spurs or excessive butt swell. All logs shall be peeled of all bark. A minimum of 6 ¿ overage of specified length for trimming. Logs shall be sawn flat on one face leaving a minimum of 9 ¿ in thickness. Knots in excess of 2 ¿ are not permitted, no through splits (seasoning checks are allowed) and no shake allowed. All logs shall be structurally sound, no decayed or pithy centers are allowed. No insect damaged or decayed logs will be accepted. The straightness of the logs is critical - logs shall be straight with no logs with excessive sweep or crook accepted. No nails, wire fence, or metal of any kind allowed in the logs. All cut ends shall be treated with an end sealer. Lengths and dimensions are specified in Attachment 1, entitled ¿Item Quantities and Dimensions List ¿. All Southern Yellow Pine boards shall be southern yellow pine and shall meet the #1 grade as defined by the Southern Pine Inspection Bureau (SPIB), all siding boards will be 4/4 ¿ in thickness and all flooring shall be 5/4 ¿ in thickness, all boards shall be rough sawn in finish, with straight, sound, and square edges, random width 8 ¿ and wider, 10 ¿, 14 ¿, 16 ¿, and 18 ¿ lengths per quantity list. Lengths listed above are actual on-site install lengths; all boards shall have a minimum of 6 ¿ overage for trimming. All boards shall be at or below 19% moisture content. Lengths and dimensions are specified in Attachment 1, entitled ¿Item Quantities and Dimensions List ¿. Delivery of Materials to Antietam National Battlefield, 18100 Richardson Ave., Sharpsburg, MD 21782 in accordance with Attachment 2, entitled ¿Delivery Schedule ¿ and consisting of 1 page. The anticipated date of award is October 1, 2018. Destination; FAR 52.249-8 Default (Fixed Price Supply-Service). Evaluation of Commercial Items: The following evaluation criteria will be used to evaluate proposal submission: (1) TECHNICAL ABILITY: Confirmation in writing in the form of a brief narrative confirming ability to produce White Oak Timbers, White Oak Sawn Logs, and Southern Yellow Pine Boards in the quantities and dimensions specified (2) QUALIFICATIONS: Describe past work experience in handling projects of similar size and scope. (3) DELIVERY DATE: Confirm ability to meet the delivery dates as specified in Attachment 2, ¿Delivery Schedule ¿. Award of any contract resulting from this solicitation will be made to the responsible offeror whose offer, conforming to the solicitation will be based on best value to the Government, cost or price and other factors considered. Technical quality is significantly more important than cost or price. Price will be a factor in the award decision, although the award may not necessarily be made to that offeror submitting the lowest price. As proposals become more equal in their technical merit, the evaluated cost or price becomes more important. As the technical merit and evaluated cost or price becomes essentially equal, other factors may become the determining factor. The Government reserves the right to make award without further discussion. Proposals shall be submitted via e-mail to Michael_Clarke@nps.gov no later than 12:00 p.m. on September 20, 2019. Proposals shall include the following information: Technical Information: (1) Technical Ability (2) Qualifications and (3) Delivery Date. Business Management Cost Proposal: (1) Utilize Attachment 1, ¿Item Quantities and Dimensions List ¿ to provide pricing with individual descriptions of materials with unit price and total prices for each identified material, and a total firm fixed price. (2) Completed copy of FAR 52.212-3, Offeror Representations and Certifications ¿Commercial Items. (3) Originally signed copy of Standard Form 1449 downloadable through www.arnet.gov. On the Standard Form 1449, the Offeror shall guarantee that pricing is good for 120 days after the closing date for receipt of proposals.
