- Justification for use of Iridium Products Solicitation 1605DC-18-Q-00298 i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. ii. This solicitation document is issued as a request for quote (RFQ). When submitting an inquiry or quote, please use the reference number 1605DC-18-Q-00298. iii. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-99-1, published July 16, 2018. iv. This acquisition is unrestricted. v. This combined solicitation/synopsis is for the installation of Iridium Satellite Phone Iridium Active Antenna Fixed Base Station Antenna/Docking System as identified in the solicitation document. vi. Schedule: The period of performance for this requirement is for 16 weeks. vii. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items (AUG 2018), applies to this acquisition. (See http://farsite.hill.af.mil/vffara.htm) viii. FAR 52.212-2 Evaluation-Commercial Items (OCT 2014): The Government will award a single contract resulting from this solicitation to the responsible Quoter whose quote conforms to the solicitation and whose quote will be most advantageous to the Government, Lowest Price Technically Acceptable as defined in the solicitation ix. FAR 52.212-3 Offeror Representations and Certifications-Commercial Items (AUG 2018): The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed through https://www.sam.gov/portal. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (p) of this provision. x. FAR 52.212-4, Contract Terms and Conditions - Commercial Items (JAN 2017) applies to this acquisition. (See http://farsite.hill.af.mil/vffara.htm) xi. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (AUG 2018) applies to this acquisition. xii. Additional contract requirement or terms and conditions that apply to this contract: None xiii. Clarifying questions concerning this solicitation document shall be submitted in writing via email to Roxanne Yorgason at Yorgason.roxanne.a@dol.gov by 10:00 am EST on September 20, 2018. No telephone inquiries will be addressed. xiv. Quotes are due via email to the Contract Specialist, Roxanne Yorgason, Yorgason.Roxanne.A@dol.gov as described in the solicitation, by the time and date of Block 8.
