- The Fleet Logistics Center (FLC) Norfolk, VA 23511-3392 intends to negotiate a Firm Fixed-Price contract for replacement audiovisual equipment. This requirement will be processed under Federal Acquisition Regulation (FAR) FAR Part 12 Acquisition of Commercial Items, and FAR Part 13. The resulting contract is intended to be awarded on 100% small business set aside basis. The Government intends to procure replacement audio visual equipment for two classrooms under the OCHR NORFOLK COMMAND. The North American Industry Classification System (NAICS) code for this acquisition is 334310. This office will no longer issue a hard copy of the Request for Quote (RFQ); therefore, a copy can be obtained from http://www.neco.navy.mil or http://www.fedbidopps.gov on or about 19 August 2018. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award (https://www.sam.gov), during performance, and through final payment of any contract resulting from this RFQ, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423, or via the internet at https://www.bpn.gov. The NECO website has a Submit Bid button next to the solicitation number. DO NOT use the Submit Bid button on NECO to submit your proposal for the upcoming solicitation. Site Visit A Site Visit will be held at 5301 Robin Hood Road, Suite 130, Norfolk, VA 23513 on Friday, September 21, 2018 at 9:00 AM EST. All attendees must identify their intent to attend to the Contract Specialist no later than 1:00 PM EST Thursday, September 20, 2018 by sending an email to Margaret Hudson at margaret.hudson@navy.mil. The Contract Specialist will notify the point of contact how many attendees intend to participate. The contractors shall NOT contact any technical POCs listed in this document directly. All questions and/or quotes shall be sent ONLY to the Contract Specialist. Please allow for additional time to arrive and rendezvous with the Government POC to ensure you are on time because there will not be second site visits held. Failure to attend the site visit does not preclude a vendor from being eligible for award; however, attendance is highly encouraged to ensure a clear understanding of the requirement and receipt of any information that may be exchanged vital to the nature of the requirement. There is to be no discussion of funding during the site visit. Any questions posed during the site visit shall be directed to the Contract Specialist immediately following the site visit so clarifications can officially be made to the SOW as needed. All questions must be received by the Contract Specialist no later than 12:00 PM EST, September 21, 2018. Individual responses will not be provided and will be disseminated to all interested parties. The site visits are being conducted in accordance with FAR 52.237-1, Site Visit, which states that quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
