Federal Highway Administration Eastern Federal Lands Highway Division Sources Sought Announcement No. 693C73-19-SS-0003 Natchez Trace Parkway Project: NP-NATR 3O19, 3P24 1.SUBMITTAL INFORMATION ISSUE DATE: September 19, 2018 DUE DATE FOR RESPONSES: October 19, 2018 at 2:00 PM Eastern Time (ET) SUBMIT RESPONSES TO: Mr. C. Shawn Long at EFLHD.Contracts@dot.gov SUBMITTALS SHOULD BE MADE IN ELECTRONIC FORMAT See below Section 5 entitled, "REQUESTED CONTENT OF RESPONSES TO THIS SOURCES SOUGHT" for submittal content instructions. 2.INTRODUCTION Potential Sources Sought. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Federal Highway Administration - Eastern Federal Lands Highway Division (FHWA-EFLHD) is conducting a market survey to identify potential small businesses for an anticipated contract award. The purpose of this notice is to obtain information for planning purposes regarding (1) the availability and capability of qualified sources to perform all or some of the work described below; and (2) the size classification of the available and capable sources relative to the North American Industry Classification (NAICS) code for the proposed acquisition. This notice does not solicit proposals. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, the U.S. Government will not provide reimbursement for any information that may be submitted in response to this sources sought/market research. Respondents are solely responsible for all expenses with responding to this this sources sought/market research. Responding to this sources sought/market research will neither increase nor decrease an information provider's likelihood of being awarded any contract in the future by FHWA-EFLHD for the requisite project. Pursuant to 48 C.F.R. Part 10, the Government is conducting market research to: •Determine what sources exist that are capable of satisfying the Government's requirements listed below, •Determine the capabilities of potential contractors, •Determine the size and status of potential sources, and •Determine the level of competition (i.e. 8(a), set-aside, or full and open). 3.BACKGROUND This is a sources sought announcement to conduct market research. The Federal Highway Administration - Eastern Federal Lands Highway Division (FHWA-EFLHD) contemplates the award of a contract to accomplish the work described herein. The results of this sources sought/market research will assist to identify potential offerors having an interest in, and the resources to accomplish the work, as well as contribute to determining the method of procurement. 4.DESCRIPTION OF WORK Project NP-NATR 3O19, 3P24 consists of resurfacing, aggregate-topsoil, signing, and striping of approximately 7.58 miles of the Natchez Trace Parkway from milepost 102.42 to milepost 110 in Madison County, Mississippi; including ramps, parking areas, and access roads. Additional work as needed includes regrading shoulders, bridge joint sealing, and other miscellaneous work along Natchez Trace Parkway and other miscellaneous work. This is primarily a paving project. The asphalt paving and milling will account for approximately 70% of the project work, which requires specialty contractor(s) and equipment to produce the special mix asphalt. Pavement smoothness/roughness, concrete paving, and pavement marking in addition to other work will also likely require specialty contractor(s) and equipment. The cost for this project is estimated to be between $2,000,000 and $5,000,000. •Successful application of asphalt paving and milling, which comprises approximately 70% of the project and will require specialty contractor and equipment and special asphalt mix. •Provide a qualified, independent testing company for density testing. •Protect adjacent roadways and parking areas from asphalt stain. This includes any stains from the actual construction activities and from vehicle tires as they enter and exit the work zone. •Perform pavement marking. •Contractor must have means of documenting the existing pavement markings prior to milling and reproduce pavement marking scheme after overlaying. •Implementing work zone safety when construction equipment/vehicle entering and exiting the work areas. •Roadway excavation for the spot widening can be performed by mechanical means and methods without using excavators. Key Restrictions •The work can be performed under one lane closure and maintaining one lane two-way traffic and it may increase performance period. •Construction will be completed under single lane closures (not exceeding 1.5 miles in length) using flaggers in the spring/summer/fall of calendar year 2019. •Work will not be permitted on the weekends or on National Holidays. Work needs to be performed under favorable weather conditions. Schedule •The estimated NTP for this project is 04/08/19. Note that this date is an estimate only and is subject to change. •Work must be complete by 09/30/19. 5.REQUESTED CONTENT OF RESPONSES TO THIS SOURCES SOUGHT Interested parties who are small businesses, HUBZone small businesses, woman-owned small businesses, 8(a) small businesses, service-disabled veteran-owned small businesses, or small disadvantaged businesses, and consider themselves qualified to perform all the listed services herein as a PRIME CONTRACTOR are invited to submit a response to this sources sought notice. LARGE BUSINESSES NEED NOT REPLY. Responses shall clearly identify: 1.Name, Address, Point of Contact Information. 2.Business size designation and/or socio-economic category under NAICS code 237310 - Highway, Street, and Bridge Construction (size standard is $36.5 Million). 3.Identify all applicable classifications for your organization such as: a.Small Business b.HUBZone small business c.Woman-owned business d.8(a) business e.SDVOB business f.Small disadvantaged business This information must be provided to determine whether the "Rule of 2" has been met for any socio-economic category for set-aside purposes. Sources are requested to submit a Capability Statement that addresses their ability to perform the required services. The capability statement should clearly address the following questions/requests regarding the interested organization(s): 1.Is your firm capable of performing specialty asphalt material application? 2.Is your firm capable of performing asphalt concrete overlay? 3.Is your firm capable of performing shoulder patching and/or full depth widening to alleviate safety concerns with tires tracking off the pavement? 4.Is your firm able to acquire asphalt on weekends, if required? 5.Does your firm possess the capability to self-perform at least 50% of the work described herein? 6.Provide no more than five (5) relevant projects completed in the past 5 years similar in scope to this project, including a brief description of the project, customer name, timelines of performance, customer satisfaction, and dollar value of project. If a member of a joint venture (JV), the offeror should include relevant information from both members of the JV. 7.Are you registered with the U.S. Small Business Administration (SBA) and what is your firm's SBA status? 8.What is your DUNS number and CAGE code? 9.Do you intend to bid on this project as a prime contractor? 6.NOTES PAGE LIMIT: Responses to this Sources Sought announcement shall be no more than 3 pages in length, single-spaced, with font sized 12 or larger using Times New Roman or Arial. The minimum font size for charts shall be 10 point. Margins (Top, Bottom, Right and Left) no smaller than 1" (headers and footers are allowed in the margins) page size shall be no greater than 8.5" x 11". Submissions shall be provided in electronic format readable and searchable by Adobe Acrobat or Microsoft Word. Do NOT submit marketing materials, slide presentations, or technical papers. Do NOT submit resumes. This Sources Sought announcement is not to be construed to be a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information or responses submitted as the result of this announcement. The size of a small business includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. All firms should be certified and registered under the NAICS code 237310 in the System for Award Management (SAM) located at https://www.sam.gov/.
