Description

The Department of Veterans Affairs, Network Contracting Office (NCO) 22, is issuing this notice of intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source award under FAR Part 13 Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items with Medtronic USA, Inc. located at 710 Medtronic Pkwy. Minneapolis, MN. 55432-5603. This requirement will be used to establish Preventive Maintenance Services to maintain the Government-Owned Fusion Navigation System located at the VA San Diego Healthcare System. The services to be provided by the contractor under this requirement shall consist of at least one on-site preventive maintenance inspection per year, including all hardware parts, labor and intervening corrective maintenance service. Unlimited on-site service calls. On-site work is for normal working hours, M-F, 8AM 5PM. Software maintenance releases and software upgrades, as applicable. The Medtronic Fusion Navigation system is used by Surgical Service to provide real-time images during surgery to aid in navigation. The government owned equipment that will be serviced is as follows: a) Medtronic Model: StealthStation/ENT Fusion Navigation System. S/N: N01106215 EE#: 76075. b) Medtronic Model: NIM 3.0 Neuro. S/N: 1NN3-0056 EE# 73714 The proposed period of performance will be from 10/01/2018 through 9/30/2019 (Base year). Total estimated value for the Base Year is $22,848.16. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for 10/01/2018. The place of performance is as follows: VA San Diego Healthcare System. 3350 La Jolla Village Drive. San Diego, CA. 92161. The North American Industry Classification System (NAICS) for this requirement is, 811219 Other Electronic and Precision Equipment Repair and Maintenance. The Small Business Administration size standard for this sector is $20.5 Million. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
