Description
SYNOPSIS: The National Institute of Standards and Technology (NIST) hereby provides notice of its intent to negotiate a sole-source, firm fixed price purchase order to MTS Systems Corporation. The order is expected to be awarded under FAR 13.106-1(b)(1). A Justification for Other than Full and Open Competition has been prepared. The National Institute of Standards and Technology (NIST) has a brand name/sole source requirement for MTS Systems Corporation Extended Warranty and maintenance support for existing Hydraulic Power Unit (HPU) equipment, associated pump module and hydraulic wedge grips. The Engineering Laboratory at NIST has enhanced its materials and structural testing capabilities by outfitting the structural reaction floor in building 226 with a state-of-the-art Hydraulic Power Distribution and Control System (HPDCS) and an integrated Servohydraulic Load Frame (SLF). This facility allows researchers to study the response of materials, structural components, and full-scale structural sub-systems to demands resulting from progressive collapse, earthquakes, and other diverse structural loads. Research performed in this facility will help to provide the technical basis for the development and improvement of codes, standards, and practice governing the design of buildings and other structures. This procurement is for an extended warranty and upgrades to NIST's existing HPDCS and SLF, which were purchased by the Engineering Laboratory in 2015 from MTS Systems Corporation. The items to be purchased must be fully compatible with this existing system, which includes the following components: (1) an MTS SilentFlo 515.90S-2 hydraulic power supply, (2) an MTS FlexTest 100 controller, (3) an MTS Model 293.11 hydraulic service manifold, (4) an MTS Model 311.31 high-force servohydraulic load frame, and (5) MTS TestSuite Multipurpose Elite software. For the requirements of this procurement, MTS Systems Corporation is the only company that offers items that are fully compatibility with the various components of the existing system. The upgrades to the system include Model 647.100 Hydraulic Wedge Grips, Grips Supply, and Hydraulic Power Supply Upgrade. This procurement also includes an extended warranty for the Hydraulic Power Supply. The items to be purchased cannot function on their own but require integration with the existing system for hydraulic power and feedback control. The use of a different brand would prevent interoperability of the new items with the existing system, rendering the items non-functional. MTS Systems does not use authorized service agreement service providers, and all of their Field Service Engineers are direct employees of MTS Systems therefore no other contractors are available to satisfy this need. If the upgrades and extended warranty are not procured the government will stand to lose value in the MTS servohydraulic testing system they currently own and operate. MTS Systems Corporation is the sole provider for products manufactured and serviced by MTS Systems and does not have authorized service agreement service providers or Field Service Engineers. Interested parties may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NIST will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. As a result of analyzing responses to this notice of intent, the Government shall determine whether a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Information concerning SAM registered requirements may be viewed via the Internet at http://sam.gov. INSTRUCTIONS: All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Chantel Adams by email at chantel.adams@nist.gov, no later than 10:00 a.m. Eastern Time on Monday, September 24, 2018. Fax inquiries will not be accepted. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
