Description
NOTICE OF INTENT Malvern Panalytical Inc. The 10th Contracting Squadron, Directorate of Contracting, United States Air Force Academy (USAFA) Colorado intends to award a Single Source commercial contract to the Malvern Panalytical Inc. This notice incorporates provisions and clauses that are in effect through Federal Acquisition Circular FAC 2005-100 effective 22 Aug 2018 and is considered a large business. Single Source award will be made to Malvern Panalytical Inc. This procurement is for the acquisition of a commercial item using simplified procedures in accordance with FAR Parts 12 & 13. There is only one responsible source and no other item will satisfy the current USAFA requirement. The North American Industry Classification System Code (NAICS) is 334516 and the size standard is 1,000 employees. REQUIREMENT: Line item Description Quantity Unit of Issue 0001 Small Angle X-ray Scattering (SAXS) attachment 1 EA The detailed requirements for the SAXS attachment compatible with a Panalytical X'Pert Pro DY2817 are: o Transmission kit, theta/theta MPD o REFLECTion-transmission spinner beam stop o Interface, X'Celerator detector for 0D applications o Fixed anti-scatter slits, X'Celerator o Capillary Spinner anti-scatter slit for X'Celerator o EasySAXS software o X'Pert Data collector software license o Anti-scatter slit for spinner-mirror o Verification samples for EasySAXS o Small-angle scatter slit o Transmission holder (set of 3) o Insert transmission (set of 3) o High-end computer with monitor This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. DO NOT submit a bid/quote at this time. Any offerors believing they can provide the requirement described above may provide evidence for consideration. Evidence must support the offeror's claim they can provide this brand name. All qualified sources may submit a response, which if received timely, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the government. Responses must be received NLT 08:00 a.m. MDT on 24 Sep 2018. Responses received after this will be considered late IAW FAR 52.212-1(f) and will not be evaluated. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
