Description
THIS IS A SORRCE SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. The Department of Veterans Affairs (VA), SAO West, Network Contracting Office 19 (NCO 19),Rocky Mountain Acquisition Center, 6162 South Willow Drive, Suite 300, Greenwood Village, CO 80111 is performing market research to determine if there are sufficient number of qualified Veterans Owned Small Businesses [Service Disabled Veteran Owned Small Business (SDVOSB) and Veteran Owned Small Businesses (VOSB)]; Woman Owned Small Businesses (WOSB); or all other Small Businesses (SB) to set aside a Firm Fixed Price contracting opportunity for pick-up and delivery courier service. The Government will use responses to this notice to make the appropriate set aside determination. Based on responses to this notice, a set-aside determination will be made in the following order of priority; i.e., SDVOSB, VOSB, WOSB, SB, and Unrestricted respectively. Except as otherwise noted, the Grand Junction Veterans Health Care System (GJVHCS), 2121 North Ave, Grand Junction, Colorado, has a requirement for daily [same day pickup and delivery] Laboratory Courier Services. Contractor shall be a ground transport [courier] company licensed for interstate transport of bio-hazardous medical specimens and materials and carry, at a minimum, $500,000 liability insurance. The contemplated contract requires no special logos on the contractor s vehicles, however the Contractor shall display appropriate logos when and where it is required by applicable state laws. The Contractor shall provide, all plant, labor, and materials needed to provide Same-Day and Next-Day Laboratory Courier Service between VA Primary Care Telehealth Outreach Clinics (Clinics) and Grand Junction Veterans Health Care System (GJVHCS), 2121 North Ave, [Building One, Front Desk], Grand Junction, Colorado 81501. Daily is defined and understood to mean Monday through Friday; except for federally observed holidays and as otherwise noted herein. Same-Day is defined as daily pickup [after 12:00 (Noon)(MT)] of laboratory specimens, at a minimum, and other small medical and/or office supplies from VA Primary Care Telehealth Outreach Clinics (Clinics) for delivery (drop off) at GJVHCS, 2121 North Ave, [Building One, Front Desk], Grand Junction, Colorado 81501 no later than 11:45 PM (MT). Next-Day is defined as daily pickups at GJVHCS, no later than 11:45 PM (MT) for delivery, no earlier than 12:00 (Noon)(MT) [next scheduled pickup], to Clinics covered by the contract. The following Clinics are contemplated for service under the contract; approximate one-way mileages from each Clinic to the delivery address (GJVHCS) is indicated: 785 Russell Street, Suite 400, Craig, CO 81625 [114 miles] 2425 S. Grand Avenue, Glenwood Springs, CO 81601 [75 miles] 267 North Main St, Suite C, Moab, UT 84532 [114 miles] [no pickups on Friday] 154 Colorado Ave, Montrose, CO 81401[55 miles] Routes and schedules to meet same day pickups [from the Clinics} and drop off time at GJVHCS shall be at the Contractor s discretion. Intra-Clinic courier services requirements (pickups and/or deliveries from Clinic(s) to Clinic(s)) are NOT contemplated by the contract. Next-Day Deliveries: At a minimum, at the daily drop-off location [GJVHCS], the Contractor shall pick up empty laboratory containers for deliver to each respective Clinic [serviced on the preceding day s pickup schedule], no earlier than 12:00 (Noon)(MT) the following day. [Example pick up from GJVHCS on Thursday PM (MT) for delivery to Craig and Montrose, Colorado Clinics no earlier than 12:00 Noon (MT) on the following Friday and Monday respectively; e.g., no scheduled pick up on Friday at Moab, Utah Clinic. Items to be transported will include but not limited to: Laboratory specimen containers (Empty and/or Packed (partial to full)) Packaged laboratory specimens Envelopes, Small boxes containing mail Miscellaneous Supplies Contract is contemplated for award on or before December 1, 2018 with a one-year base performance period, effective 1, 2018 with four (4) one-year option years, not to exceed five (5) years of contract performance. The total contract price, including all options years, shall be evaluated for contract award purposes. The contemplated solicitation may include evaluation factors other than price for contract award. THIS IS NOT A REQUEST FOR PROPOSAL DO NOT SUBMIT COST OR PRICE INFORMATION IN RESPONSE TO THIS NOTICE. All interested parties who can meet the proposed set-aside requirements stated above should respond, by email to Robert.collins@va.gov, Contract Support Specialist [a Contractor in Support of The Department of Veterans Affairs] no later than 4:00 PM (MT), September 27, 2018. Responses should include information identifying the firm s small business category (i.e., SDVOSB, VOSB, WOSB, SB, etc.), the firm s capabilities, and their interest in submitting proposals for this contracting opportunity. Responses, inquiries, and/or correspondence regarding this announcement should include RFI Number 36C25918Q9933. The NAICS Code 492110 is applicable to this contracting opportunity, and the Small Business Size Standard is 1,500 Employees. Interested firms are reminded that in accordance with Federal Acquisitions Regulation (FAR) 4.1102, registration in the System Award Management System (SAM) database is required prior to award of a federal Government contract. In addition, in accordance with FAR 4.1201, prospective contractors are required to post electronic representations and certifications in SAM annually. NOTE: [For SDVOSB and VOSB firms] To be eligible for contract award, the perspective contractor must be registered in VetBiz Verification and in Active status at time of contract award. Therefore; in response to this announcement, SDVOSB and VOSB firms should indicate their VetBiz Certification status (I.e., Active ) and the expiration date of their certification.
