- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number PBGC16-Q-18-0096 is a Request for Quote (RFQ) issued by the Pension Benefit Guaranty Corporation to GB Global 1150 First Ave, Ste 501, King Of Prussia, PA, 19406-1316 for LegalEdge Software Support. The posting herein constitutes the only notice, and no other quotes or proposal are being requested. GB Global has no authorized resellers or dealers and this proposed contract action is for Services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-100, 8/22/2018.. It is the contractor's responsibility to become familiar with applicable clauses and provisions. This solicitation is a sole source 100% small business set aside in accordance with FAR 19.502-2(b). The North American Industry Classification System Code (NAICS) 511210; Small Business Standard is $38.5 M. The PBGC requires a Base and four (4) Option years of Maintenance and Support for the LegalEdge Programmer’s Toolkit. Legal Edge Software and the Programmers Toolkit provide the PBGC Office of General Counsel (OGC) the ability to share case related data with the court system as well as search historical cases and provide reporting capabilities. These services are critical to PBGC’s pension processing system. Legal Edge Software is a key component within the Corporation infrastructure, supports a wide range of corporate business processes, and the support for this software is critical to corporate operations. These services will ensure PBGC meets external financial auditing requirements and meets critical corporate strategic and business objectives. PoP: Base: 10/01/2018 - 09/30/2019 (Subject to the Availability of Funds) OPY1: 10/01/2019 – 09/30/2020 OPY2: 10/01/2020 – 09/30/2021 OPY3: 10/01/2021 – 09/30/2022 OPY4: 10/01/2022 – 09/30/2023 (vii) Date(s) and place(s) of delivery and acceptance and FOB point. The provision at 52.212-1, Instructions to Offerors—Commercial, applies to this acquisition and a statement regarding any addenda to the provision. The Quotation will be evaluated to ensure that PBGC receives all OEM updates and support for software changes. The vendor must be the OEM or an Authorized reseller to provide these services, and Past Performance in Delivering the requirements is a significant factor. Price will be evaluated and must be fair and reasonable for an award to be made. Offerors must have completed the provision at 52.212-3, Offeror Representations and Certifications—Commercial Items, in SAM.gov and must provide any updates to the Clause with its offer. The Clause at 52.212-4, Contract Terms and Conditions—Commercial Items, applies to this acquisition without any addenda to the clause.
