Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The RFQ number is N32398-18-Q-0600. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-100 and DFARS Publication Notice 20180824. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 334519, and the Small Business Standard is 500. The proposed contract is 100% set aside for small business concerns in accordance with (IAW) FAR clause 52.219-6. The Small Business Office concurs with the set-aside decision. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most the advantageous to the Government. Offers will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis. All offers shall be submitted via e-mail to Ronetta.Sweeney.3@us.af.mil. Offerors are reminded to include a completed copy of 52.212-3 with quotes. The Naval Medical Research Unit (NAMRU) Dayton is pursuing a one-time, firm-fixed price contract action for the purchase of two (2) altitude simulation chambers. The required chambers will be used determine how particular environmental exposures may affect the behavior and/or neurological function of the military members in theater. NAMRU Dayton requests responses from qualified sources capable of providing the following: Item No. 0001: Two(2) portable stainless steel altitude simulation chambers with fully-automated and programmable rate controls with the ability to rapidly ascend and descend at a rate of 1.5 psi/second minimum with an overall maximum altitude of 60,000ft (53.8 Torr) and minimum of -5000 ft (908 Torr). Typical studies will run from ambient pressures at 830 ft to 30,000 ft (-738 to 226 Torr); so the chambers will be required to run as a flow-through system in which the enclosed volume will be exchanged at a rate of a minimum of 12 air changes per hour at altitudes up to 60,000 ft (53.8 Torr). The chambers must have a minimum of 14 mixed sized ports that will accommodate various future electrical connections for equipment testing at altitude and allow for analog internal/external sensor connectivity through feedthroughs not required upon delivery. Chambers must be able to accommodate external gas sampling (such as from side port) from the chamber atmosphere for separate instrumentation in addition to sampling for Oxygen concentration (0-100%). Chambers must also accommodate multi-level mounting for shelving brackets. Item No. 0002: FOB Destination is preferred Delivery shall be TBD by the Government; Delivery Location is to NAMRU-D, 2728 Q Street, Bldg.837,Wright-Patterson AFB, OH, 45433-5707. Responsibility and Inspection,unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control.
