- This Sources Sought Opportunity is for Medical Vacuum Line Replacement at the Erie VA Medical Center (VAMC). The purpose of this Sources Sought Notice is to search for small business concerns capable of providing the service listed above. This Sources Sought Notice is for market research purposes only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Do not submit a proposal or quote. This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this sources sought. You will not be entitled to payment for direct or indirect costs that you incur in responding to this Sources Sought Notice. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this Sources Sought Notice. The draft Statement of Work (SOW) is below. ---------------------- DRAFT --------------------- STATEMENT OF WORK FOR MEDICAL VACUUM LINE REPLACEMENT AT ERIE VA MEDICAL CENTER 1. DESCRIPTION: Medical Vacuum Line Replacement 2. PLACE OF PERFORMANCE: The Erie VA Medical Center, 135 East 38th Street Boulevard, Building 1, Room EB09, Erie, PA 16504. 3. BACKGROUND: The Erie VA Medical Center is out of compliance with a Medical Vacuum Line that has failed inspection. 4. SCOPE: The contractor shall provide all labor, specific materials, transportation, and equipment to replace medical vacuum line on the 8th floor mechanical room Building 1 at the Erie VA Medical Center. All work shall remain in compliance with State, local, and Federal regulations. Each section listed below outlines specific requirements that the contractor shall adhere to. 5. CERTIFIED TECHNICIANS: All services provided shall be completed by certified and licensed technicians in the field of medical gas as required by the State of Pennsylvania. 6. PERFORMANCE REQUIREMENTS: 6.1 Replace Medical Vacuum Line 6.1.1 Demo existing 4 and 3 carbon steel piping 6.1.2 Existing line to be replaced with 15 feet of 4 and 16 feet of 3 type L copper and bagged copper fittings. 6.1.3 Install isolation brass ball valves on each pump (1 set of 2). 6.1.4 Joints will be brazed joints. 6.1.5 Pipe will follow existing routing. 6.1.6 Altering of hanger supports to hold copper 6.1.7 NFPA Certification 6.1.8 Certified installers 6.1.9 Site visit required 6.2 Cleanup and Disposal: Housekeeping: 6.2.1 The contractor shall maintain a clean work environment, keeping surfaces in the area free of dust and debris. Dry sweeping or compressed air for cleanup is not authorized. 6.2.2 If the COR and/or designated representative, finds the area unacceptable, the contractor, at his/her own cost, shall re-clean until acceptance is gained. 6.3 Disposal of Trash and Hazardous Waste: 6.3.1 The contractor shall be responsible for the cleanup and removal of all trash and debris from VA property after the Government s final acceptance of work. 6.3.2 The contractor shall comply with the Occupational Safety and Health Administration (OSHA), the Unites States Environmental Protection Agency (EPA), the Department of Transportation (DOT), State, and all other applicable regulations governing the proper handling, disposal, and removal of all waste and debris. 7. Required Contractor Reporting: 7.1 The Erie VA Medical Center, Facilities Management Service s (FMS) M&R Shop Supervisor (Randall James) will serve as the Point of Contact (POC) for this contract. 7.2 Immediately after the contract award, the contractor shall coordinate with the POC on a performance start date that complements this contract s performance duration period (5 days from date of Award). 7. 3The contractor shall check-in with the POC at the beginning and end of performance activities every day. 7.4 Upon the completion of all performance requirements, the contractor shall provide the COR with a detailed report outlining all work performed and all supplies/materials used. 7.5 If there is a need for work to be performed beyond the scope of this contract, the contractor shall provide a written cost estimate for any work or materials at no additional cost to the Government. 7.5.1The contractor shall not perform any work or make any purchases beyond the scope without approval from the Contracting Officer. 8. Testing and Acceptance: 8.1 At the completion of work and prior to departing from the Erie VA Medical Center, the contractor shall provide the POC with a walkthrough of all completed tasks, as well as a demonstration of functionality. 8.2 If remediation is necessary after all performance requirements have been met, the contractor shall remedy the issue at no additional cost to the Government. 9. PROVIDED BY ERIE VAMC: 9.1 The POC will ensure that facility power, and water will be available for use if necessary. 9.2 Exact location will be provided by the POC upon commencement of work. 10. SPECIAL CONTRACTOR PROVISIONS: Required Training: 10.1 Training must be completed prior to the performance of the contract. Proof of training completion will be verified and tracked by the POC. 10.2 All contractor personnel must receive Privacy training annually using one of the following methods: 10.2.1 Complete VA Privacy Training for Personnel without Access to VA Computer Systems or Direct Access to or Use to VA Sensitive Information (Course #VA20939) training by using VA s TMS system (https://www.tms.va.gov/). Contractors may use the TMS Managed Self Enrollment method to complete the training in TMS. The COR must ensure that all contractors are validated in the PIH domain. 10.2.2 Complete the hard copy version of VA Privacy Training for Personnel without Access to VA Computer Systems or Direct Access to or Use to VA Sensitive Information (Course #VA20939). 10. 3 Security Requirements: 10.3.1 While on VA property, all contractor personnel shall comply with the rules, regulations procedures governing the conduct of personnel and the operation of the facility. 10.3.2 Prior to the commencement of any work under this contract, upon arrival to the VA Medical Center, contractor personnel shall first check-in with VA Police to obtain identification badge (Building 1). 10.3.2 The contractor employee must safeguard the badge and immediately report if the badge is lost, stolen, or destroyed to the VA Police. 10.3.3 Contractor personnel shall properly display their identification badge always while on VA property so that their name and the company they work for can easily be seen. 10.3.4 All contractor personnel shall properly sign out with VA Police upon the completion of all daily work activities. 10.4 Interference in Performance Requirements: 10.4.1 The following provisions shall be adhered to by contractor personnel throughout the duration of this contract: 10.4.1.1The contractor may be required to interrupt their work at any time so as not to interfere with the normal functioning of the facility; e.g. utility services, servicing of fire protection systems, and the passage of facility patients/personnel, etc. 10.4.1.2 In the event of an emergency, contractor services may be stopped and rescheduled at no additional cost to the government. 10.5 Warranty: 10.5.1 All performance requirements shall come with a one-year warranty (minimum). 10.6 Contractor Responsibilities: 10.6.1 The contractor shall be responsible for the actions of all individuals provided to work for the VA under this contract. If damages arise for work performed by contractor provided personnel, the contractor shall be responsible for all resources necessary to remedy the incident. 10.6.2 The Contractor shall be responsible for ensuring all provided personnel are properly licensed to operate a motor vehicle if operating a motor vehicle on VA property is required. 10.6.3 The contractor shall ensure that all work will be in accordance with the National Fire Protection Association (NFPA) 99, codes and standards. 11. PERIOD OF PERFORMANCE: 11.1 Performance Duration: 11.1.1 10 Days from Date of Award. 11.2 Performance Schedule: 11.2.1 All work will be done during normal working hour between 7:00 AM to 3:30 PM; Monday through Friday and excluding all weekends and holidays. 11.3 Contractor Performance Start: 11.3.1 All work will commence within 5 days of Contract Award. ---------------------- DRAFT --------------------- Any interested small business concern must submit a no longer than three page capability statement addressing its ability to meet the requirements listed above to Kelley Vandecoevering, Contract Specialist, at kelley.vandecoevering@va.gov no later than Monday, 24 September 2018, 12:00 PM ET. Interested parties are also welcome to identify any ambiguities within the SOW and are welcome to suggest enhancements to the SOW and include them separately with their capability statement. Questions regarding this Sources Sought Notice will not be answered.
