- DLA Energy - Bulk Petroleum Products Inland/East/Gulf Coast/Offshore (IEG) Program-Supplemental Procurement This is a Sources Sought Notice (hereinafter "Notice"). This Notice is an essential step in determining market interest and feasibility in accordance with FAR Part 10 and is for information and planning purposes only. This Notice is solely for the Government's use as a market research tool. This Notice does not constitute a request for proposals, a solicitation, or a request for quotes. If determined appropriate, then both a synopsis/solicitation may be anticipated in the September- 2018 timeframe. All responsible sources are encouraged to submit a response to this Notice. All information received will be considered. Failure to respond to this Notice does not preclude a firm from offering on any resultant solicitation; however, a lack of interest in this requirement may keep this effort from moving forward competitively. This notice also serves to identify qualified Small Business, 8(a) participants, HUBZone small business concerns, service-disabled veteran-owned small business concerns, and economically disadvantaged women-owned small business (EDWOSB) concerns and women-owned small business (WOSB) concerns eligible under the WOSB Program that are interested, responsible and capable of providing for the Bulk Fuel requirement for DLA Energy FEBA for the Inland/East/Gulf Coast/Offshore (IEG) purchase program, located in the United States The potential opportunity for set-asides for small businesses and small disadvantaged businesses will be considered on the basis of the responses received. Interested parties should respond to this notice by September 24, 2018 at 1:00 pm Local Fort Belvoir, VA Time. Please note that the solicitation number will be revised on future updates. Requirement The following covers the contemplated annual bulk requirements for the Inland/East/Gulf Coast/Offshore Program. Turbine Fuel, Aviation, Jet A (NSN: 9130-00-359-2026), Quantity 27,600,000 USG DFSP Charleston, SC-17,600,000 USG Eglin AFB, FL-10,000,000 USG The products must conform to the following specifications: JAA: ASTM D-1655 If awards can be made, the Government anticipates award of Indefinite Delivery/Indefinite Quantity, Fixed Price with Economic Price Adjustment contract(s) resulting from a solicitation. The anticipated ordering period is date of award through March 31, 2019. The anticipated delivery period is December 1, 2018 through March 31, 2019 with a 30-day carryover.
